Project Specifications
PATH, in collaboration with the Ministry of Health and Family Welfare (MoHFW), is implementing a project to strengthen supply chain management across six states. The project drives the digitization of supply chain processes, enhance the functionality and reach of the Logistics Management Information System (LMIS), and develop interactive dashboards. Additionally, it supports innovative last-mile delivery solutions, optimizes drug warehouse operations, and builds the capacity of the health workforce in supply chain management, aiming to establish a sustainable and resilient supply chain system.
Consultant will provide services as an External Consultant to support the roll-out of the supply chain strengthening project in the state of Madhya Pradesh. The consultant will work closely with MPPHSCL, NHM, and state stakeholders to provide strategic guidance, technical assistance, and hands-on implementation support.
Location of the role: Bhopal, Madhya Pradesh
Scope of services
- Provide technical assistance to the office of MPPHSCL (Madhya Pradesh Public Health Services Corporation Ltd) for strengthening the public health supply chain by implementing the Madhya Pradesh SCM strengthening roadmap, including strengthening procurement, warehousing, inventory management, distribution planning, and last-mile delivery systems.
- Prepare Inception Report detailing the work plan for December 2025 to June 2026, aligned with the Action Plan and thematic areas of SCM strengthening.
- Support MPPHSCL in improving the functionality and utilization of DVDMS web and mobile applications across all levels.
- Assist MPPHSCL in enhancing warehouse operations, including the design and rollout of the Model Warehouse in Gwalior.
- Document and disseminate lessons learned, including one detailed case study, one success story, and one process documentation from Madhya Pradesh.
- Develop and implement a capacity-building plan for state, district, and facility-level supply chain personnel, including training modules, job aids, and assessment tools.
- Document and disseminate lessons learned and best practices, including One case study, One success story and One Process document on the project intervention area in Madhya Pradesh.
- Develop Technical Assistance technical documents including standard operating procedures (SOPs) tools and technical presentations including the development of the project process document for SCM assessment, roadmap development, Demand forecasting implementation, warehousing, Minimum-Maximum inventory control system, Auto-indentation, capacity building, distribution models and institutionalization mechanisms like Supply Chain Management Team (SCMT) and establishment of Center of Excellence (CoE) for supply chain management.
- Prepare a Final Consolidated Technical Report summarizing all interventions, lessons learned, field feedback, recommendations, and sustainability roadmap
Education Background and Experience
- Postgraduate /Professional degree in Pharmacy/Logistics and Supply Chain Management/ MBA-SCM, MPH/MHA/ MBA-Finance or any other related field.
- Minimum 1-2 years of experience in supply chain management in a reputed public or private organization
- Previous experience/ Demonstrated expertise in a similar role would be preferred for this position.
- Expertise in functions and practices of supply chain in government organizations/ departments, and knowledge of best practices in supply chain management.
- Technical knowledge and field experience in planning and implementation of logistics and supply chain programs.

Consultant required prior approval from the Primary PATH contact for travel within the area to complete the services.
