About the project: PIVOT-TPT 

The PIVOT-TPT (Private provider–led Integrated Virtual & Outreach for TPT) is a TIFA (Tuberculosis Implementation Framework Agreement) Health Commitment Grant supported project with PATH providing technical assistance to NTEP (National Tuberculosis Elimination Programme). The project aims to demonstrate a digitally enabled, private provider–led model that expands access to both facility-based and home-based Tuberculosis Preventive Treatment (TPT) services for household contacts (HHCs) of persons with TB (PwTB) seeking care in the private sector, ensuring high initiation and completion rates in alignment with NTEP guidelines. 

The project will provide technical assistance to demonstrate across three high-burden districts of Mumbai (Govandi, Sion and Kurla) in Maharashtra and two aspirational districts of Odisha (Kalahandi and Koraput), having substantial gaps in systematic contact listing and TPT initiation in private sector. The model integrates virtual TPT clinics, tele-consultation, standardized digital screening workflows, mobile diagnostic services, and doorstep delivery of TPT medicines to strengthen the identification, screening, and initiation of eligible household contacts on TPT. 

The project will operate under NTEP stewardship and leverage national digital platforms such as Ni-kshay and TB Arogya Saathi, engaging private hospitals and clinics, district and state NTEP teams, PPSA partners, digital and logistics agencies, and household contacts of TB patients to ensure seamless coordination and accountability throughout the TPT cascade. 

About the position: 

The consultant, under the overall supervision of Deputy Director-TB, PATH and direct supervision of the Project Lead, PATH, will be responsible for overall designing, integration, and quality assurance of the project MIS (Management Information System) and dashboards. S/he will link data from the virtual TPT clinics, Ni-kshay, TB Arogya Saathi, and diagnostic service records to produce monthly performance analyses supporting real-time KPI monitoring, reviews, and course correction across two states - Maharashtra and Odisha. S/he will ensure data completeness, validity, and timeliness through systematic data triangulation and quality assurance mechanisms, supporting evidence-based decision-making and milestone-based reporting. 

Specific roles of this position include: 

  • Design and develop the project MIS architecture integrating data from multiple sources: Ni-kshay, TB Arogya Saathi (99DOTS Lite), Virtual TPT Clinic Dashboard, diagnostic service records, and ODK-based field monitoring tools. 

  • Work closely with the Senior MEL Manager to implement the MEL protocol including development of data collection forms, recording formats, and Standard Operating Procedures for data quality, confidentiality, and privacy. 

  • Develop and deploy ODK-based data collection forms for tele-consultation logs, radiography rosters, IGRA/NAAT testing records, provider desk reviews, and supportive supervision checklists. 

  • Design and maintain real-time dashboards for tracking all 14 project KPIs including private provider mapping, TPT clinic operationalization, tele-consultation reach, contact screening, diagnostic testing, TPT initiation, adherence, and completion rates. 

  • Produce monthly data summaries and performance analyses for review meetings with district and state NTEP officials, highlighting achievements, gaps, and trends. 

  • Support monthly review meetings by preparing data presentations, KPI tracking reports, and actionable insights for the Project Lead and State Operations Lead. 

  • Conduct data triangulation across Ni-kshay, project MIS, and virtual clinic logs to ensure completeness, validity, and consistency of reported indicators. 

  • Support quarterly Data Quality Assurance (DQA) visits by preparing verification tools, conducting data audits, and reconciling facility-level records with Ni-kshay entries. 

  • Develop disaggregated analyses by State, District, Hub, Age category, Gender, Month/Quarter, Urban/Rural to identify service gaps and inform targeted corrective actions. 

  • Monitor diagnostic service utilization including digital X-ray, IGRA, and NAAT testing, tracking turnaround times, positivity rates, and linkage to TPT initiation. 

  • Track provider retention rates, clinic activity levels, and beneficiary enrollment patterns to support adaptive management and sustainability planning. 

  • Coordinate with technical partners managing the virtual TPT clinic platform to ensure seamless data flow and API integrations with Ni-kshay and TB Arogya Saathi. 

  • Prepare monthly KPI data summaries in Excel format for milestone-based reporting to TIFA and PATH leadership. 

  • Support the Project Lead in preparing quarterly progress reports and final project reports with comprehensive data analyses and visualizations. 

  • Ensure data security, confidentiality, and compliance with PATH data protection policies and NTEP data sharing protocols. 

  • Provide training and technical support to TPT Clinic Managers, District Programme Coordinators, and State Operations Lead on data recording, ODK tools, and Ni-kshay data entry. 

  • Document data management systems, processes, and protocols for handover to NTEP during the transition phase. 

  • Undertake travel to field sites in Mumbai and Odisha for data validation, supportive supervision, and capacity building, as per guidance of State Lead and MEL Advisor. 

  • Perform any other project-related tasks assigned by the supervisor. 

Qualifications and competencies required: 

  • Postgraduate degree in Statistics/Data Science/Public Health/Health Informatics/Computer Applications or equivalent from a recognized university in India. 

  • Minimum 6-8 years of experience in health data management, of which at least 3-4 years should be in TB programs or public health information systems. 

  • Strong expertise in data analytics, database management, and data visualization tools (Advanced Excel, Power BI, Tableau, or similar platforms). 

  • Experience in designing and implementing MIS/HMIS systems, preferably with integration across multiple data sources and platforms. 

  • Proficiency in ODK (Open Data Kit) or similar mobile data collection tools for form design, data collection, and server management. 

  • Strong understanding of NTEP data systems including Ni-kshay, TB Arogya Saathi (99DOTS), and reporting requirements under PMTPT guidelines. 

  • Experience with API integrations, data interoperability, and working with digital health platforms or tele-consultation systems. 

  • Strong analytical skills with ability to conduct data triangulation, identify data quality issues, and implement corrective measures. 

  • Knowledge of data visualization techniques and experience creating interactive dashboards for program monitoring and decision-making. 

  • Understanding of data security protocols, confidentiality standards, and ethical considerations in health data management. 

  • Excellent attention to detail with strong organizational and documentation skills. 

  • Ability to work collaboratively with technical teams, field staff, and government stakeholders. 

  • Proficiency in English and Hindi is required; knowledge of Marathi is an added advantage. 

  • Ability to work under tight deadlines, manage multiple data streams, and deliver accurate reports in a fast-paced environment.

 

The position requires periodic travel to field sites in Mumbai and Odisha (approximately 30% time) for data validation and capacity building. We are looking for a self-motivated, detail-oriented, and technically skilled individual who is comfortable working with complex data systems and cross-functional teams in a dynamic project environment.
