Laos Part Time

Position: National Specialist: Mechanical and Electrical Engineer 

Background: Winrock International is recruiting a National Specialist: Mechanical and Electrical Engineer for an Asian Development Bank (ADB) opportunity in Laos focused on Sustainable Agrifood systems. The project will contribute to food security and nutrition improved, and agricultural value addition increased in a climate resilient and gender-responsive manner in Lao PDR. The project will work in the target value chains of bamboo, cassava, coffee, durian, and tea. This position will be a part-time consultancy. 

Location: Laos  

Major Responsibilities:  

  • Work within the engineering team to provide information on hydraulic gates and valves, pressure filters, submerged and tubewell pumps and power sources from mains systems, from solar panels or from micro-hydro if a suitable source exists. Ensure that all the proposed interventions are resilient and adaptable to varying climate conditions and operating scenarios.  
  • Work with the design team in designing and costing the mechanical and electrical aspects of the sub-projects as mentioned above.  
  • Provide a guideline on the operations and maintenance of mechanical and electrical systems to be installed in the sub-projects.  
  • Propose any water management sensors, telemetry and computer system management IT that may be required on the subprojects especially if one subproject is to be used as an advanced training and research pilot scheme. 

Qualifications  

Education: Graduate or master’s degree in civil engineering 

Experience:  

  • At least 8 years’ experience in designing water resources structures particularly in water resources management preferably weir and irrigation structures.  
  • S/he will work closely with PIUs for the design of the systems of high value crops, farm roads, land and water conservation 
  • Familiar with the requirements of the international development agencies requirements in financial intermediary designed projects.  
  • Experience working in LAO PDR preferred  
  • Experience working with ADB preferred.  
  • Experience working in ASEAN countries – particularly in Lao PDR, Vietnam, and Cambodia considered as an advantage 

Computer Skills: Proficiency in using Microsoft Office software, including Word, Outlook, and PowerPoint. Advanced proficiency in Excel is preferred. 

Communication Skills: Strong written and verbal communication skills are required, including effective public speaking and the ability to communicate complex issues both verbally and in written form. 

Language: Fluent in English (written and spoken), Thai or Lao language skills (preferred) 

Physical Demands: This position may require regional travel  

This position is based on-going donor funding.
