Position: National Specialist: Hydrologist
Background: Winrock International is recruiting a National Specialist: Hydrologist for an Asian Development Bank (ADB) opportunity in Laos focused on Sustainable Agrifood systems. The project will contribute to food security and nutrition improved, and agricultural value addition increased in a climate resilient and gender-responsive manner in Lao PDR. The project will work in the target value chains of bamboo, cassava, coffee, durian, and tea. This position will be a part-time consultancy.
Location: Laos
Major Responsibilities:
- Support the hydrology analysis of the irrigation systems in horticultural villages: collect hydrological data (stream flow, rainfall, climatology data, etc.), review data and provide the hydrology sections of feasibility study reports and assist other specialists in other aspects of hydrology such as flood capacities of intake structures, taking potential risk and opportunities due to climate variability and change into account. Determine drainage requirements related to the implications for the irrigation work, etc.
- Determine catchment areas along road projects for drainage and culvert requirements and develop a methodology for determining design discharges for culverts and other structures.
- Analyse the effect of climate change to water availability, water demand and flood discharges during flood and drought conditions.
- Coordinate with the Northern and Southern Consultants
Qualifications
Education: Post-graduate degree in hydrology, water resources engineering and/or a related field
Experience:
- At least 8 years’ experience in hydrological studies.
- S/he will have extensive work experience in a related field, good knowledge and understanding of hydrological conditions of subproject catchment areas, hydraulic analysis using rainfall records and rainfall radar systems, rainfall/runoff models such as HEC-HMS and Mock to determine reliable flows and effective rainfall for current and future climate conditions.
- S/he will be able to determine evapotranspiration rates from evaporation pan results and cross check with Penman calculations, determine crop and scheme water requirements and water balances.
- S/he will have demonstrated ability to work in a multidisciplinary team and will possess excellent communication (written and oral) skills.
- Familiar with the requirements of the international development agencies requirements in financial intermediary designed projects.
- Experience working in LAO PDR preferred
- Experience working with ADB preferred.
- Experience working in ASEAN countries – particularly in Lao PDR, Vietnam, and Cambodia considered as an advantage
Computer Skills: Proficiency in using Microsoft Office software, including Word, Outlook, and PowerPoint. Advanced proficiency in Excel is preferred.
Communication Skills: Strong written and verbal communication skills are required, including effective public speaking and the ability to communicate complex issues both verbally and in written form.
Language: Fluent in English (written and spoken), Thai or Lao language skills (preferred)
Physical Demands: This position may require regional travel
