Position: National Specialist: Hydraulic Structures Engineer
Background: Winrock International is recruiting a National Specialist: Hydraulic Structures Engineer for an Asian Development Bank (ADB) opportunity in Laos focused on Sustainable Agrifood systems. The project will contribute to food security and nutrition improved, and agricultural value addition increased in a climate resilient and gender-responsive manner in Lao PDR. The project will work in the target value chains of bamboo, cassava, coffee, durian, and tea. This position will be a part-time consultancy.

Major Responsibilities:
The main tasks will be to carry out the hydraulic analysis of weirs, intakes, pumps and hydraulic pipe systems for irrigation of coffee and durian. This will include:
- Assessing the condition of potential water sources and selecting suitable means of water abstraction such as weirs, small dams, intakes, tubewells and springs. This will include the stability and safety of existing water abstraction infrastructure with regard to possible impact due to climate variability and change.
- For the identified main system abstraction structures, assist in the development of TORs for topographic surveys, site investigations, hydraulic, geotechnical and structural design and incorporation of nature-based solutions. With the mechanical and electrical engineering design any necessary gates, valves and pumping systems are resilient and adaptable to varying climate conditions and operating scenarios.
- Carry out the hydraulic, stability, structural analysis of proposed infrastructure incorporating current and future climate risks. Undertake detailed design reinforced concrete design of structures and nature based solutions to be used in the works including providing support calculations and technical drawings. Design any necessary poly-tanks, specify sediment removal facilities, drainage systems and nature based solutions, etc.
- Develop the pipe distribution systems and their hydraulic analysis including any balancing poly-tank reservoirs, pipe head losses evaluations including advice on distribution layouts and irrigation scheduling to maintain adequate pipe pressures, new and innovative hydraulic irrigation infrastructure which would provide more effective and efficient water management and scheduling arrangements taking into account of climate variability and change.
Qualifications
Education: University degree in hydraulic engineering
Experience:
- At least 8 years work experience on hydraulic infrastructure construction and/or rehabilitation, preparation of design drawings and cost estimates, with experience in at least 5 projects as a hydraulic design engineer for irrigation and drainage development including pipe systems while integrating nature based solutions.
- S/he preferably has experience in planning, design and/or implementing irrigation modernization or rehabilitation projects.
- Familiar with the requirements of the international development agencies requirements in financial intermediary designed projects.
- Experience working in LAO PDR preferred
- Experience working with ADB preferred.
- Experience working in ASEAN countries – particularly in Lao PDR, Vietnam, and Cambodia considered as an advantage
Computer Skills: Proficiency in using Microsoft Office software, including Word, Outlook, and PowerPoint. Advanced proficiency in Excel is preferred.
Communication Skills: Strong written and verbal communication skills are required, including effective public speaking and the ability to communicate complex issues both verbally and in written form.
Language: Fluent in English (written and spoken), Thai or Lao language skills (preferred)
Physical Demands: This position may require regional travel
