Laos Part Time

Position: National Specialist: Geotechnical Engineer 

Background: Winrock International is recruiting a National Specialist: Geotechnical Engineer for an Asian Development Bank (ADB) opportunity in Laos focused on Sustainable Agrifood systems. The project will contribute to food security and nutrition improved, and agricultural value addition increased in a climate resilient and gender-responsive manner in Lao PDR. The project will work in the target value chains of bamboo, cassava, coffee, durian, and tea. This position will be a part-time consultancy. 

Location: Laos  

Major Responsibilities:  

  • Assist the hydraulics design engineer to select suitable abstraction and structure sites based on the geology, climate and soil engineering conditions.  
  • Provide groundwater information and determine whether a groundwater source such as a well or tubewell would be a better source than a surface source.  
  • Provide terms of reference for and supervise simple site investigations at proposed sites that might include DPCs, hand auger holes, trial pits and in-situ as well as laboratory testing.  
  • Assist the Regionally Based Consultant design engineers in foundation and stability design of hydraulic structures, embankments, roads and buildings and if appropriate well or tubewell design. 
  • Provide geological and geotechnical reports.  

Qualifications  

Education: Graduate or master’s degree in civil engineering, engineering geology or soil mechanics 

Experience:  

  • At least 8 years’ experience in specifying site investigations and foundation design for medium sized structures such as weirs, intakes, culverts, pipelines and road foundations as well as providing design criteria for the Regionally/Provincially based consultant teams and other engineering specialists. 
  • S/he will have demonstrated ability to work in a multidisciplinary team and will possess excellent communication (written and oral) skills. 
  • Familiar with the requirements of the international development agencies requirements in financial intermediary designed projects.  
  • Experience working in LAO PDR preferred  
  • Experience working with ADB preferred.  
  • Experience working in ASEAN countries – particularly in Lao PDR, Vietnam, and Cambodia considered as an advantage 

Computer Skills: Proficiency in using Microsoft Office software, including Word, Outlook, and PowerPoint. Advanced proficiency in Excel is preferred. 

Communication Skills: Strong written and verbal communication skills are required, including effective public speaking and the ability to communicate complex issues both verbally and in written form. 

Language: Fluent in English (written and spoken), Thai or Lao language skills (preferred) 

Physical Demands: This position may require regional travel  

This position is based on-going donor funding.
