The position owns the Program Management Plan and validation strategy, collaborates closely with sponsors, QA/Validation, and delivery teams, and proactively manages risks, change control, and recovery plans to protect validated state, schedules, budgets, and data integrity.

How you will do it:

  • Collaborate with project sponsors, QA/Validation, Project Development, and Delivery teams to define and deliver program objectives within a validated-state framework.

  • Own the Program Management Plan, ensuring alignment with validation strategy, regulatory expectations, and contract requirements.

  • Anticipate and mitigate issues that could impact validation deliverables, schedules, budgets, data integrity, or compliance (e.g., inadequate validation protocols, delayed submittals, improper change control).

  • Manage risk registers and partner with Project Delivery Teams to develop and execute project recovery plans that preserve validated status.

  • Mentor project teams, assess training needs, and develop future project leaders with a focus on GMP/GLP/ISO 17025 principles and validated environments.

  • Ensure accurate, timely reporting of project performance (scope, schedule, cost, and validation milestones) via enterprise systems and validated data sources.

  • Present current and forecasted performance to Executive Management, with emphasis on compliance status, validation progress, and risk controls.

  • Evaluate and optimize subcontracting strategies with a focus on qualified vendors and partners experienced in validated environments.

  • Maintain and strengthen relationships with major subcontractors and QA/validation contacts to ensure alignment on scope, schedule, and compliance.

  • Oversee monthly performance reviews of strategic validated programs and generate management reports from the CM Project Enterprise System and validation lifecycle tools.

  • Maintain responsibility for scope management (planning, definition, verification, change control) including validation scope, acceptance criteria, and documentation.

  • Coordinate with Corporate and Region Installation Managers to allocate resources and maintain validated state across multiple sites.

  • Manage program assets, including cost controls, progress billings, and payables, ensuring expenditures align with validated project baselines.

  • Ensure project document controls comply with contract, regulatory, and quality requirements (validation protocols, IQ/OQ/PQ records, SOP alignment, QA approvals).

  • Continuously seek opportunities to increase customer satisfaction and deepen client relationships through compliant, high-quality delivery.

  • Represent the Johnson Controls Datacenter/Facilities Team as a trusted face in the assigned market for validated environments.

What we look for:

  • 15 to 20 years of direct Project Management/Construction Management experience, including large, capital projects in regulated or validated settings (minimum $5M).

  • Proven track record managing very large and complex projects within time and budget constraints in one or more of the following verticals: laboratories, biopharma, pharmaceutical manufacturing, medical devices, healthcare, or higher education with validated facilities.

  • Deep understanding of the contract language and project accounting as it applies to validated environments.

  • High-level written and verbal communication skills, with proven ability to present to executives and large audiences.

  • Ability to lead and direct diverse, cross-functional teams (Owners, Architects, Engineers, QA/Validation, and Contractors) in a regulated setting.

  • Familiarity with standard project management software (Primavera P6, MS Project) and project reporting tools; proficient with MS Office (Excel, Word, PowerPoint), Adobe, Visio, and basic Windows environment.

  • Working knowledge of validation concepts, commissioning/qualification processes, and data integrity practices appropriate to regulated facilities.

  • Demonstrated ability to maintain professional relationships with key stakeholders and subcontractors in validated environments.
