Job Summary: This position is located in the Architect of the Capitol (AOC), Office of the Chief Engineer. The selectee will serve as the Construction Operations Manager on AOC construction programs and/or projects that are large in scale, scope and complexity.

Major Duties:

  • The individual selected for this position will be responsible for Supervisory and Managerial Responsibilities, Construction Management, Project Development, Technical Advice and Guidance, and Contractor Oversight. Supervisory and Managerial Responsibilities (40%) Exercises the full range of supervisory responsibilities for a team of staff with additional assigned employees supporting construction efforts across the AOC. Establishes guidelines and performance expectations for employees, which are clearly communicated through the formal employee performance management system, establishes performance goals, and develops individual development plans (IDPs). Responsible for furthering the goals of equal employment opportunity (EEO) by taking positive steps to ensure the accomplishment of EEO objectives and by adhering to nondiscriminatory non-retaliatory employment practices Provides on-the-job training to direct reports in a broad range of areas. Construction Management 25% The incumbent facilitates effective support to the Assistant Director of Construction Execution and provides direction and expertise to subordinate staff on the successful execution of construction projects. This includes liaising with clients, project owners, Subject matter experts, and specialized trade staff and their supervisors. Accomplishes varied and complex construction management duties in conjunction with coordinating project teams and makes decisions affecting areas of responsibility that are controversial and/or set precedent. Recommends changes to improve efficiency, reduce construction changes, and enhance team performance and operational prowess during the execution of projects. Applies the concepts, principles, practices, laws, regulations and core competencies of project, construction, and program management to capture lessons learned and advance the organization towards the consistent delivery of high-quality projects and programs on time and within budget. Utilizes sound judgement and weighs trade-offs, impacts and pro-con elements to make recommendations for decisions concerning construction requirements. Maintains liaison with design engineers and architects who are experts in related fields to keep abreast of the latest trends and innovations in design or testing techniques and procedures. Utilizes expertise to develop methods, techniques, standards, processes, procedures, and guidance to establish project scheduling requirements. Ensures that progress schedules are maintained and take remedial action to ensure the proper relationship between work efforts and total project completion. As necessary, reviews and analyzes drawing, specifications, submissions and other technical data on construction and renovation projects for completeness and technical accuracy. Project Development 15% Serves as a construction representative developing new projects with the jurisdictions. Determines necessary direct material, construction manpower resources and any required subcontractors for delivering a fully complete project meeting the client requirement. Collaborate with the architects, engineers, estimators and technicians in conducting studies for proposed projects. Technical Advice and Guidance 15% Provides expert guidance, advice, and recommendations to the Construction Execution Branch Assistant Director on problems and critical matters pertaining to projects, construction planning, future budget plans, staffing, equipment purchases, and ongoing production-oriented work. Confers and consults with OCE management and planning personnel in preparing requirements and criteria for the complex and/or high value projects for construction or modification of facilities, systems, equipment, or hardware. Provides appropriate construction project guidance, understanding and support of AOC stewardship and preservation of national historical assets. Ensure Compliance with local and Federal environmental, safety and occupational health laws, policies, regulations, and standards. Contractor Oversight 5% Serves as a senior construction representative, performing design reviews and providing technical assistance and other engineering expertise in the construction of facilities, systems, or equipment. Serve as Contracting Officer's Representative on projects. Responsible for ensuring the entire scope of the work is performed and all quality requirements for the construction and installation are strictly enforced. Ensures that subcontractor support personnel maintain effective construction surveillance reports, records, files, and correspondence. Perform site visits to inspect work in progress performed by subcontractors. Ensure construction for entire projects to confirm compliance with contract requirements.

Qualifications: You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service. Specialized experience for this position includes the following: Ability to manage staff and ensure difficult work is accomplished on numerous projects on time with concurrent deadline. Planning, organizing, and administering a multi-million-dollar construction management program; Providing leadership and oversight for a construction management workforce and/or construction programs/projects and provides input on performance management evaluations; and Advising and providing solutions to senior level management on major issues on construction projects and complex problems that cross organizational boundaries.
