Position Summary:
KBR is seeking a construction management engineer to join the C3BM (Command, Control, Communications, and Battle Management) team in Beavercreek, OH. This position works with government and contractor teams to stand up multiple defense-critical system sites across the NORTHCOM AOR. The role uses construction management experience and expertise to manage site development at multiple sites simultaneously. The position manages the program funding and contracts used to support site development and coordinates site locations and requirements with the NORTHCOM customer.
Key Responsibilities:
- Conducts the oversight of various support teams for the development and establishment of more than 100 project sites at various locations
- Oversees the application of geotechnical and geophysical investigations, site design and engineering, construction and site preparation, utilities and infrastructure, security and force protection and logistics and support, while ensuring compliance with appropriate federal, service, state, and local regulations and guidelines
- Coordinates with appropriate authorities and regulatory stakeholders to secure all necessary approvals
- Ensures sites are in full compliance with UFC 3-580-01: Information and Communications Technology Infrastructure Redundancy - System Level 3 construction and infrastructure requirements
- Coordinates with FAA or Service Terminal Instrument Procedures (TERPS) authorities to ensure projects comply with federal airspace and obstruction guidance
- Prepare permit packages, environmental documentation, and technical submittals required for federal, tribal, and local authority approvals
- Collaborate with federal land managers, regional authorities, and multi‑disciplinary engineering teams to coordinate project requirements, constraints, and timelines.
- Evaluate site conditions through field assessments and interpret survey, geotechnical, and environmental data to inform design recommendations.
- Manage design revisions resulting from stakeholder feedback, regulatory comments, or field‑identified changes
- Provide engineering oversight during construction phases to confirm design compliance and resolve technical issues
- Maintain accurate project records, design updates, and documentation to support audits, reporting, and long‑term site management

Qualifications:
Required:
- Accreditation Board for Engineering and Technology (ABET) accredited Bachelor’s degree in in civil, electrical, environmental, mechanical or construction engineering
- 5-7+ years’ relevant project management experience (within an engineering consultancy preferred).
- Knowledge of Unified Facilities Criteria (UFC) and other applicable construction regulations and standards
- Experience supporting or reviewing construction activities, RFIs, and field engineering decisions
- Experience in organization and management of contract support teams
- Excellent written and verbal communication skills.
- Willingness and demonstrated ability to work successfully within a design team.
- Practical knowledge and commitment to health and safety.
- Active TS/SCI clearance
Desired:
- 10+ years’ relevant experience (within an engineering consultancy preferred).
- Experience working on federal, DoD, USACE, or federalland projects.
- Knowledge of NEPA, environmental permitting, and rightofway processes.
- Familiarity with project management tools (e.g., MS Project, Primavera, Procore).
- Experience with QA/QC review processes or internal design check procedures.
