Job Summary: This position is location within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Fayetteville NC VA Coastal Health Care System, is located in the Engineering Service, Project Engineering and Design Section. The position is organizationally aligned under Engineering Service and is supervised by the Supervisor, Project Engineering and Design Section.

Major Duties:

• Duties: Performs work of a broad scope and complexity in practices related to scientific and engineering fields and has demonstrated the ability to interpret, select, adapt, and apply many guidelines, precedents and engineering principles and practices. Perform construction quality assurance and contract administration activities to assigned construction projects. Reviews shop drawings and submittals from contractors during construction of new structures or renovation of existing structures for compliance with contract drawings and specifications. Observes and inspects construction at all stages to identify and report discrepancies with contract documents, to assure compliance with OSHA Standards for the Construction Industry, and to forecast and resolve potential problems before they impact project schedules. Reviews contractor daily reports of work progress, personnel on site in various trades, weather/work conditions, equipment on site and other items for accuracy. Reviews and responds to requests for information from construction contractors by investigating plans, site conditions, existing building and utility conditions, troubleshooting building system operations, and researching facility record documents. Works with General Contractor to resolve problems that arise due to error or differing site conditions. Reviews change order requests from contractors for accuracy and cost control, and assist the contracting officer in price negotiations, when necessary. Investigates the need for construction contract changes, completing field measurements and computations, recommending elements of change in designs. Coordinates construction phasing, outages, schedule, and infection control measures to assure compliance with contract documents and to assure minimum interruption to continuous medical center operations. Prepares progress reports to track progress and quality of construction projects, and processes contractor payment requests Incumbent is required to have a valid state driver's license in order to perform the dutiesof this position. Work Schedule: Monday-Friday, 8:00am-4:30pm Position Description Title/PD#: Construction Control Representative/PD083140 Physical Requirements: The work requires long periods of sitting or standing in one position, climbing up ladders and crawling under buildings, visiting active demolition and construction sites, and sometimes being exposed to the elements. There is occasional exposure to high voltage, high noise levels, and then possibility of electrical shock, burns, cuts, and bruises. Incumbent must be capable of applying physical dexterity when necessary to reach or check work in crawl spaces, elevated areas or locations of difficult access. Project inspections require a great deal of walking, climbing, standing, and bending. Inspections may also require carrying of moderate loads such as tools and measuring equipment common to the position.

GS-09 grade level: One year of specialized experience (equivalent to the GS-08 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: review and interpretation of construction project plans, drawings and specifications; conducting project site visit inspections, obtaining basic project data, inspecting quality of work, identifying and reporting problems and deficiencies in the work, and/or writing project inspection reports. OR Education: Applicants may substitute education for the experience required for the GS-09 level. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed at least 2 years (if determination from your school cannot be made this is typically identified as 36 semester hours) or more of graduate level education at an accredited college or university in Construction Management or in a field directly related to the position being filled.
