Salary Range: $74678 - $109122 Per Year

Job Summary: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Positions of the DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Responsible for assigned function of surveillance, wide-scope monitoring, inspection of civil works, military construction, and interagency projects such as construction of flood control structure, environmental mitigation, testing structures, and installation of equipment and components.

Major Duties:

  • Performs bid-ability, constructability, operability, environmental and sustainability reviews of plans and specifications.
  • Observes and investigates construction at all stages to identify conformance and/or concerns.
  • Inspects contractor workmanship, equipment and materials in order to recognize and identify deviations from contract requirement
  • Reviews as-built drawings to ensure changes in plans and specifications have been accurately noted.
  • Compiles data and prepares a variety of correspondence and reports.
  • Ensures strict adherence to safety provisions of the contract and that the contractor’s safety program is effective.
  • Detects and ensures the correction of unsafe conditions.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes interpreting plans and specifications; inspecting materials and workmanship to ensure quality, safety, and compliance with contractual requirements; reviewing contractor-submitted documents for accuracy and adequacy; and furnishing field information for construction progress. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
