We are seeking a Construction & CAPEX Procurement Lead to support the execution of large-scale manufacturing and infrastructure projects. This role reports to the Indirect Commodity Manager and is responsible for driving structured procurement processes across general contractors, design firms, and key suppliers. The ideal candidate will bring strong experience in construction sourcing, contract negotiation, and cross-functional coordination, with the ability to operate in a fast-paced and evolving environment.

This position is based in Newark, DE and is a fully on-site role 5 days per week.

Role and Responsibilities:

  • Lead end-to-end procurement activities for construction and CAPEX projects, including RFQ/RFP development, bid management, and contractor selection
  • Support execution of Bloom’s standardized procurement model across all project phases
  • Develop scopes of work in collaboration with Facilities Engineering and PMO teams
  • Manage competitive bidding processes across General Contractors, Design-Build teams, and key suppliers
  • Perform bid leveling, cost analysis, and commercial evaluations to support award recommendations
  • Lead contract negotiations, including Master Agreements, GMP, and Lump Sum structures
  • Drive cost optimization, risk mitigation, and schedule alignment across procurement activities
  • Ensure all procurement activities follow defined governance, including controlled communication and evaluation processes
  • Support early procurement strategies for long-lead equipment and critical materials
  • Build and manage supplier relationships, ensuring performance, accountability, and continuous improvement
  • Work with Accounting Team to support invoice payment reconciliation and approval
  • Have business mindset to challenge existing processes and suggest new ways to optimize and improve procurement efficiency

Skills and Experience: 

  • BS/MS/MBA in Engineering, Technology, Supply Chain, construction or a related field
  • 5+ years' experience in sourcing commodity strategy for Indirect, construction procurement, supplier relationship management, and supplier continuous improvement program, ideally in a manufacturing environment
  • Strong negotiation and contracting skills with expertise in Master Agreements
  • Strong experience with RFQ/RFP processes and competitive bidding
  • Be able to work within a highly ambiguous environment along with being able to adapt to various situations and find solutions
  • Excellent communication skills, capability to ramp quickly on new initiatives, demonstrated skills in leadership influencing, planning contract negotiations, teamwork while delivering results
  • Familiarity with ERP systems, ideally with experience in Oracle
  • Advanced skills in data analysis, bid leveling, Excel and PowerPoint
  • High degree of integrity, initiative, and attention to detail in a collaborative environment

Preferred Skills: 

  • PMP or CPSM/CPM certification

Salary Ranges:

$88,600.00 - $127,400.00
