The primary purpose of this position is: to support the 21st Surveillance and Analysis Squadron which maintains the Nuclear Debris Collection and Analysis and National Technical Nuclear Forensics missions and to ensure that data from underground or atmospheric nuclear weapons testing samples or nuclear effluent materials of nuclear accidents can be properly entered, processed, stored, and reported.
Major Duties:
Qualifications: This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. Examples of creditable experience include: Ability to analyze software requirements, design software applications concepts, and then turn those conceptual ideas into viable software applications in support of a one-of-a-kind nuclear data information management, data analysis, and evaluations tools system. Must possess knowledge in object-oriented and software development and data systems interfacing. Work requires understanding and capability for interfacing with measurement data systems and the applicable measurement principles, techniques, and data processing necessary to ingest complex scientific data while maintaining the precision and accuracy necessary to build a defensible data repository in support of the mission. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to analyze organizational application software requirements, develop supportable recommendations for enhancement, apply application software concepts, functions, techniques, and capabilities sufficient to design, document, code, debug, test and maintain complex applications. Knowledge of full lifecycle systems software and systems development life cycles, including software design and development concepts and techniques sufficient to design, develop, code, test, debug, document and install large complex systems. 2. Knowledge in one or more object-oriented software programming languages such as JAVA, C/C++, Visual Basic, Python, or Ruby. Graphical User Interface programming APIs such as Qt, GTK, Motif/Xll, Java AWT/SWING/JFreeChart. Experience with RDBMS systems such as Oracle, and RDBMS APIs such as PL/SQL, OCI/OCCI, ODBC, JDBC, DBI. Scripting language such as sh, csh, Perl, Python, scheme/lisp/guile; UNIX operating systems such as Solaris, Linux, BSD, MacOSX, HP-UX, IBM/AIX; UNIX utilities/tools. 3. Knowledge of IT information systems and applications software technology utilized to isolate causes of problems, to measure system performance, and to extend application capabilities to support organizational processes and/or operations. Maintain an up-todate awareness of technological advances and apply them to meet future requirements. 4. Knowledge of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing. 5. Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed. 6. Ability to communicate effectively and clearly, both orally and in writing. Knowledge of security procedures and protection of classified information. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. 4. Key Position: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") 5. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
