Job Summary: This position is within the FAA, Aviation Safety (AVS), Office of Aerospace Medicine (AAM), Civil Aerospace Medical Institute (CAMI), Aerospace Medical Certification Division (AAM-300). The Office of Aerospace Medicine develops and manages medical programs in support of Aviation Safety.
Major Duties:
- Serves as the Medical Review & Appeals Branch Manager and is a recognized expert within the FAA responsible for managing and directing the Federal Air Surgeon's national medical certification program, which oversees the medical certification for the entire aviation community - nationally and internationally - in accordance with the FAA Flight Plan, the FAA's Strategic and Business Plans, and all applicable statutory, regulatory, and compliance requirements. Accomplishes organizational objectives through direct supervision of employees and managers through oversight of multiple organizational units whose work directly affects aviation safety, regulatory compliance, and the FAA's strategic goals. Directs and coordinates the work of staff and managers for more than one organizational unit/project/program within a major subdivision. Employees include professional, technical, and administrative personnel at all levels, including section supervisors, Quality Assurance Specialists, Legal Instruments Examiners, and various medical administrative support personnel. This position requires a Secret clearance. Provides leadership for major medical certification functions and may act as a technical authority to develop new and innovative concepts, methodologies, compliance strategies, and policies. Oversees work activities that span multiple programs and functional areas. Applies experience and expert technical knowledge—along with a deep understanding of regulatory frameworks, compliance obligations, new technologies, and emerging methodologies—to perform critical supervisory and managerial tasks requiring the development of new concepts, systems, or innovative compliance approaches. Applies advanced knowledge of technical program areas, budget processes, human resources, and administrative policies to ensure effective and compliant program execution. Performs critical aspects of budget planning, including projecting short and long term needs, justifying resource requirements, and coordinating with Program Management Staff to develop and implement a branch budget supporting approximately 65 positions, facilities, equipment, information technology, communications, and travel. Provides direct input to AVS 1 support organizations for contractor support, including task development and execution for software development, modification, and maintenance of national systems such as the Document Imaging Workflow System (DIWS), Aeromedical Certification Subsystem (AMCS), and MedXPress, ensuring compliance with IT security, data integrity, and federal information management requirements. Provides programmatic oversight and guidance to the Division Manager, CAMI Director, and Federal Air Surgeon on medical certification processes, program quality, legal and technical issues, physical examination records, and national medical statistics. Oversees four major sections responsible for processing approximately 400,000 medical applications annually, directly affecting the safety of the general public and the compliance posture of the National Airspace System. These programs include Medical Appeals, Recertification, Drug and Alcohol, and General Review. Applications are received from 2,800 Aviation Medical Examiners and nine Regional Medical Offices, all of which rely on this office for guidance, regulatory interpretation, and policy compliance. Represents the division on all administrative processes and procedures in the absence of the Division Manager. Maintains frequent contact with FAA employees at all levels, including the Federal Air Surgeon, Agency Legal Counsel, the aviation community and federal, state, local, and international partners. Communicates the organization's vision and objectives, formulates and recommends organizational positions on major policies and issues, and prepares or approves reports, compliance documentation, and policy materials for internal and external distribution. Performs other duties as assigned.
Qualifications: To qualify for this position at the FV-K (FG/GS-15) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and that is typically in or related to the work of the position to be filled. SPECIALIZED EXPERIENCE includes: Assigning tasks and responsibilities, providing counsel and instruction, hearing and resolving complaints, identifying training needs, and provide business owner insight to IT issues.
