Job Description:

Department Overview

The Global Compliance Department oversees Regulatory Compliance across TD Bank Group (TDBG) in accordance with the Global Compliance Mandate, Framework, and Standards. The department independently assesses the adequacy, adherence, and effectiveness of Regulatory Compliance Management (RCM) programs and controls across the organization. It provides objective guidance, independent challenge, and proactive regulatory oversight while delivering trusted reporting and advice to senior leadership and the Board regarding regulatory compliance risks, controls, and outcomes.

As part of Corporate Office Compliance, this role supports regulatory compliance oversight of various Non-Compliance Oversight Functions (NCOFs) and Risk Owners (ROs). Operating within the second line of defense, the Compliance Business Manager monitors RCM activities across Corporate Functions and reports to the Senior Manager, Corporate Office Compliance.

Key responsibilities include:

  • Overseeing RCM oversight activities for assigned NCOF and RO portfolios

  • Providing subject matter expertise and advisory support on RCM program requirements

  • Monitoring RCM activities to ensure alignment with regulatory requirements, framework, and standards

  • Providing objective review and challenge of compliance program deliverables

  • Building strong relationships with key business and control partners

Job Details

  • Provide independent review and challenge on the implementation and effectiveness of RCM standards

  • Deliver subject matter expertise and advisory support on compliance and RCM program requirements

  • Monitor and track RCM deliverables and compliance activities across assigned portfolios

  • Prepare management reporting, presentations, and briefing materials for senior leadership

  • Conduct analysis to assess the effectiveness of compliance programs and identify improvement opportunities

  • Support regulatory inquiries, reviews, and audits as required

  • Stay informed of emerging regulatory developments and industry trends

  • Participate in compliance initiatives, projects, and program enhancements

  • Maintain confidentiality and escalate issues appropriately

CUSTOMER

  • Provide compliance guidance and advisory support to business partners on regulatory requirements and policies

  • Support the development, implementation, and oversight of effective compliance programs

  • Analyze business activities and regulatory developments to identify compliance risks and solutions

  • Prepare reporting and communications on compliance matters for management

  • Represent Compliance on internal committees or governance forums as required

  • Deliver subject matter expertise and recommendations to address regulatory requirements

SHAREHOLDER

  • Support development and implementation of compliance policies, procedures, and governance practices

  • Ensure compliance programs align with internal policies, regulatory requirements, and business priorities

  • Identify, assess, and escalate compliance risks while supporting timely resolution of high-risk issues

  • Conduct research and analysis on regulatory developments and compliance practices

  • Build strong relationships across business lines, corporate functions, and control partners

  • Monitor emerging regulatory trends and assess potential organizational impacts

  • Promote a strong culture of compliance and risk management

  • Senior specialist responsible for managing a specialized compliance portfolio or function

  • Provides oversight across multiple business units, legal entities, and jurisdictions

  • Delivers advanced analysis and reporting to support compliance oversight

  • Serves as subject matter expert for designated compliance areas

  • Acts as a key contact for business management and internal/external auditors

  • Supports regulatory reviews, audits, and examinations

  • Leads or contributes to resolution of complex compliance issues

  • Reports to a Senior Manager within Global Compliance

Job Requirements

  • Undergraduate degree required; professional designations such as CPA, CIA, MBA, or Risk Management certification are an asset

  • 7+ years of experience in compliance, audit, risk management, or related fields

  • Working knowledge of Regulatory Compliance Management (RCM) frameworks

  • Strong analytical, problem-solving, and critical thinking skills

  • Ability to collaborate effectively with multiple stakeholders across the organization

  • Strong organizational skills with the ability to manage competing priorities

  • Demonstrated ability to build strong business relationships

  • Knowledge of financial services regulatory requirements and Canadian legislation

  • Strong research, analytical, and investigative skills

  • Excellent written, verbal, and presentation skills

  • Ability to manage stakeholder expectations and navigate complex issues
