BOLI has an opening for one Policy and Training Manager (Compliance and Regulatory Manager 2) position in the Civil Rights Division. This position will be based in BOLI’s Portland office. The successful candidate may also be eligible to work a hybrid schedule upon manager approval.
This is a permanent, full-time, Management/Supervisory position. This recruitment may be used to fill additional vacancies as they occur.

The Civil Rights Division (CRD) is comprised of 55 FTE, who are tasked with ensuring Oregon workers and members of the public are protected from unlawful discrimination and retaliation. Every person in Oregon – and particularly every worker – benefits from the protection of the statutes enforced by the division. Each year, BOLI CRD handles roughly 50,000 inquiries from members of the public, processes roughly 5,500 preliminary
reports of unlawful activity, and investigates roughly 2,200 formal complaints of discrimination or retaliation annually. The various statutes enforced by CRD cover a range of complex situations and fact patterns involving more than 50 different potential bases for complaints, which makes both policy guidance and internal training critical to the continued success of BOLI.
This position directly supports BOLI’s ability to provide clear, consistent, and well-researched technical guidance on complex case patterns.

- Provide leadership and direction to CRD and to related units outside the division regarding the appropriate application and interpretation of the various civil rights statutes.
- Provide CRD investigators, intake and administrative staff as well as subordinate policy staff with strategic policy guidance.
- Assist the Division Administrator in establishing division policies, goals, objectives, and priorities, and participate as a member of the division’s management team.
- Responsible for reviewing work product and providing guidance to staff to ensure conformance with guidance and standards.
- Review legal analysis and provide technical guidance regarding complaints being drafted and investigations being conducted.
- Ensure that both operating and technical policy guidance is accurate, accessible, and up to date. Administer appropriate and ongoing training to staff to refresh existing expertise and expand expertise into new areas and/or new developments.
- Perform speaking engagements on behalf of the Division, including on technical content and administrative processes.

Working Conditions:
The work location for this position is hybrid-optional with a principal attachment to our BOLI Portland office. Work would take place at the office and/or an agreed upon remote work environment with significant use of a computer and video conferencing at both. The work location may be changed at any time at the discretion of the hiring manager.
Standard indoor work environment; regular computer use.
Highly visible office environment. At times, a work environment with multiple demands, requiring the ability to work on multiple tasks.
Constant telephone, video, and in-person requests for information and assistance.
Requires discretion and judgment related to personnel matters. Confidentiality of information must be maintained at all times.
Infrequent but recurring contact with attorneys, employees, employers, witnesses, and others who may be hostile or otherwise emotionally volatile. Must be able to maintain objectivity, negotiate and resolve adversarial and emotional disputes with tact and diplomacy.
This position requires occasional evening or weekend work and occasional travel.
This Is What You Need to Qualify: (MQ’s)
- Six years of supervision, management, or progressively related experience; OR
- Three years of related experience AND a Bachelor’s degree in a related field.
The ideal candidate will possess the following desired skills and attributes: (EA’s)
- Demonstrated experience establishing and managing standards and training programs for staff in a regulatory, legal enforcement or adjudicative setting, or the equivalent.
- Demonstrated ability to mentor and foster professional growth and development of technically proficient staff.
- A Juris Doctorate OR demonstrated ability to explain and apply legal concepts such as burdens of proof and standards of evidence.
- Experience conducting in-depth legal research regarding legal issues within BOLI’s jurisdiction without precedence or that involve vague statutes and present highly complex and sensitive issues, and applying and analyzing state, federal and administrative decisions, rulings, precedents, decisions, and principles to specific situations.
- Demonstrated experience determining, formulating, and authorizing policies, protocols and procedures and providing the overall direction of an agency, large organization, or division within guidelines set.
- Demonstrated understanding of legislative processes, including drafting and analyzing legislation.
- Demonstrated understanding of regulatory processes, including development, drafting, adopting, and interpreting administrative rules.
- Competency in developing and preparing long-term strategic objectives, serving as policy advisor in determining strategic plans and deliverables that support the mission, vision, and high-level goals for an agency, organization, or large division.
