Job Description:

The Oregon Department of Justice (DOJ), Crime Victim and Survivor Services Division (CVSSD), is seeking a motivated and collaborative Compensation Section Manager (Business Operations Manager 1) to join our leadership team. This position plays a central role in carrying out DOJ’s mission to support victims and survivors of violent crime by overseeing the Crime Victims’ Compensation Program (CVCP), the Revenue Program, the Sexual Assault Victim Emergency (SAVE) Fund, and the Claims Management System and Compensation Portal.

CVSSD administers statewide victim services programs, including the Crime Victims’ Compensation Program, which processes more than 7,000 claims annually and distributes over $8 million each biennium to ease the financial burden of victimization. As Compensation Section Manager, you will lead a team dedicated to delivering trauma‑informed, accurate, and timely financial assistance to victims, survivors, and their families.

This position is part of the Division’s management team and represents the agency in intergovernmental, community, and stakeholder activities. The role includes hybrid work flexibility after an initial training period, with regular contact with victims, service providers, district attorneys, advocates, and partners supporting Oregon’s victim services network.

Duties and Responsibilities (in part)

  • Manage and provide daily supervision for staff responsible for determining eligibility for Crime Victims’ Compensation Program (CVCP) claims, including review of applications, medical and legal records, and recommended decisions. Facilitate weekly claim staffing meetings and review administrative denial orders and compensation payments over $5,000.

  • Oversee the Specialists and Lead Specialist who process CVCP applications, payment receipts, record requests, and child claims submitted by Children’s Advocacy Centers. Conduct weekly staffing on child claim determinations and approve work schedules, workload priorities, and leave.

  • Supervise the Revenue Agent responsible for restitution and subrogation collection, partnering closely with district attorneys to support effective restitution processes. Assess training needs, conduct performance reviews, and lead recruitment activities with Director approval.

  • Supervise the SAVE Fund coordinator and evaluate ongoing program processes, training needs, and workflow improvements to ensure efficient, trauma‑informed delivery of emergency services to sexual assault survivors.

  • Manage all updates and work performed in the Claims Management System database and the Compensation Portal, ensuring data quality, compliance, and system accuracy through continuous quality assurance activities.

  • Participate as a member of the Division’s management team, contributing to long‑term strategic planning, review of legislation, development of legislative priorities, completion and submission of annual federal grant application, and completion of state and federal reporting requirements. Provide updates to training materials and ensure accuracy of information on the CVSSD website.

  • Review draft CVCP denials, assign reconsideration cases, and conduct final reviews of appealed claims before submission to the CVSSD Director. Develop and implement procedures and workflow processes to promote efficiencies and ensure exceptional customer service.

  • Maintain policy and procedure manuals, ensure consistent application of standards, and foster a work environment that promotes dignity, respect, and high‑quality service for victims, survivors, and stakeholders.

  • Other duties as assigned.

Required Experience

  • Five years of lead work, supervision, or progressively related experience

OR

  • Two years of related experience AND a bachelor’s degree in a related field.

Desired Skills and Attributes

  • Experience leading, developing, and supporting teams in a supervisory or managerial capacity.

  • Experience working within the criminal justice system and/or supporting victims and survivors navigating criminal justice processes.

  • Experience working with state crime victim compensation programs, including program policies, eligibility criteria, and claims processes.

  • Training or demonstrated knowledge of the dynamics of domestic and sexual violence and/or trauma‑informed practices when working with victims and survivors.
