The CRA Service Test Manager is a key role on the Community Reinvestment Act (CRA) Governance Team, with primary responsibility for managing the CRA Service Test. Responsibilities include reviewing progress of the bank as it relates to the CRA with a focus on the Service Test, analyzing and reporting required data to support regulatory exams, and providing actionable insights for executives and line of business partners to support strong CRA performance.

  • Participates in implementation of strategic initiatives within group and across BMO by partnering with various internal & external stakeholders as required; complexity of initiatives may vary and usually involve multiple stakeholders across the enterprise.
  • Supports change management activities, ensuring cross business/group coordination and logistical support for the implementation of change.
  • Acts as a relationship manager on assigned projects/programs and ensures alignment to overall enterprise and group goals.
  • Analyze proposed branch change proposals and the impact on assessment areas.
  • Maintain an accurate list of open branches, branch hours, and branch changes.
  • Conduct self exams to determine level of compliance as it relates to CRA Service Test performance.
  • Regularly update performance context reporting for assigned portfolio with the latest information on bank programs, market conditions, and trends.
  • Analyze alternative delivery systems (ADS) data to show the usage of such systems by low-and moderate-income audiences.
  • Work with the CRA Outreach Team and other lines of business to review CRA performance-to-goal reporting as needed.
  • Manage requests for CRA-related data for responses to Requests for Proposals (RFPs).
  • Maintain the bank’s CRA public file and respond to public file information requests.
  • Prepare materials for presentations, committees, and exams.
  • Provide back up support to qualify and/or conduct quality control review of CRA community development activities.  
  • Support CRA data integrity, audits, and regulatory examinations.
  • Monitor CRA team email inbox and respond to requests for information.
  • Keep up to date with changes in federal and state banking laws and regulations pertaining to CRA.
  • Adhere to Bank risk, regulatory and compliance controls.
  • Work independently and regularly handle non-routine situations.
  • Broader work or accountabilities may be assigned as needed.

Qualifications:

  • Demonstrated in depth working knowledge of the Community Reinvestment Act
  • Technical proficiency gained through education and/or business experience.
  • Verbal & written communication skills – In depth.
  • Collaboration & team skills - In-depth.
  • Analytical and problem-solving skills – In depth.
  • Influence skills – In depth.
  • Data driven decision making - In-depth.
  • Experience working on a CRA exam helpful
  • Typically between 4 - 6 years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.

Salary:

$46,000.00 - $85,200.00

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
