Major Duties:

  • Develops, plans, and implements broad strategies and procedures to conduct comprehensive planning processes that are complex in nature and are of considerable scope. Plans, organizes, and directs the activities of the Community Planning Section. Reviews, plans and coordinates production of comprehensive planning studies to be used as the basis for community planning efforts and the development of contract projects. Represents the base in all areas of comprehensive planning at meetings, conferences, and hearings. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience in techniques and philosophy of comprehensive planning to include urban/regional planning techniques, Air Force Policy, major command requirements, and the local physical assets and restrictions regarding the comprehensive plan in order to accomplish the development and implementation of the Installation Development Plan (IDP). Knowledge in workings of host nation governments to actively and authoritatively participate in hearings and other public participatory planning functions representing the Air Force's interest. Experience in in site planning, and development of land use plans in order to analyze complex projects, consider the functionality of facilities, and achieve a cohesive approach to planning. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad professional knowledge, practical experience, and understanding of community/comprehensive planning theory, philosophy, regulations, and techniques to identify and define the nature and scope of obscure problems. 2. Extensive knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems that are complex in nature and identify changes and trends, and the ability to develop and evaluate planning projects for technical validity, and prepare analytical reports. 3. Knowledge of automated systems and programs such as CADD and GIS, information management, project tracking, and other software programs, and the budget system for obtaining/maintaining such systems. 4. Skill in conference techniques and ability to arrange and conduct conferences and use channels in obtaining or disseminating information. 5. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal, Host Nation, and local government, and industry. 6. Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
