Major Duties:

  • Serves as a principal advisor to the Agency Director and Deputy Director and is responsible for strategic planning and communication of Agency initiatives. Leads and manages Agency-wide initiatives for improving DCAA's communication, culture, and business practices; coaches DCAA senior leadership in techniques and strategies for effective communication. Participates in the development of DCAA's strategic plans and communicating the details, implementation, execution and progress to officials in the DoD, Federal Government, Congressional staff and strategic communications integrators. Controls the strategic and synchronous release of information at the national level to inform internal and external audiences about the Agency; assists in the preparation of responses to Congressional inquiries. Reviews, analyzes, evaluates, justifies, and defends the accomplishment of the overall Agency communications program; assesses problems, identifies existing or potential problem areas and recommends strategies for local and nationwide media relations. Interact regularly with officials in Federal Government agencies, the Department of War, defense contractors, and senior level managers within the Agency to lead and coordinate DCAA's transformation efforts. Leads and facilitates group meetings, written communiques, and other forms of communications with the Agency workforce as an agent for DCAA's cultural change. Exercises supervisory personnel management responsibilities including planning work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares work schedules.

Qualifications: You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Specialized Experience: You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: Serving as senior authority and subject matter source on strategic communications planning, programs, policies and initiatives; or Managing, developing, communicating, and improving agency-level strategic communication and messages; or Leading and managing initiatives for improving agency-level strategic planning and communication, culture, structure, and business practices; or Experience in writing and/or editing a variety of materials for higher level review and approval (e.g. speeches, talking points, congressional testimony, web content, and executive memorandums/correspondence). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment.
