Communications and Change Management Lead

We are seeking a Communication / Stakeholder Engagement / OCM Lead to support enterprise IT initiatives in a complex, fast-moving environment where adoption, alignment, and clear communication are critical to success. This role operates in a large organization with multiple stakeholder groups, competing priorities, and ongoing transformation efforts that require disciplined messaging and structured change support.

This individual will lead communications and change management efforts across multiple initiatives and serve as the central point for stakeholder engagement planning, message development, and adoption support. The role is suited for someone who can work across leadership, program, and operational teams to turn strategy and program activity into communications and change actions that are clear, coordinated, and usable.


Job Location
Hybrid, with periodic onsite support as needed in Baltimore, Maryland.


What You’ll Be Doing
•    Lead communications and organizational change management support across enterprise IT and transformation initiatives
•    Develop communication plans, stakeholder engagement plans, messaging, and outreach materials for varied internal audiences
•    Create and maintain communications products such as newsletters, briefing materials, announcements, presentations, and knowledge materials
•    Support change adoption by developing communication approaches that reduce resistance, improve understanding, and reinforce new ways of working
•    Coordinate with program, strategy, governance, and technical teams to align messaging with initiative goals and delivery milestones
•    Support forums, meetings, and engagement activities that improve transparency, awareness, and stakeholder participation
•    Track communication effectiveness, stakeholder feedback, and adoption indicators to inform continuous improvement
•    Maintain communication and knowledge materials across approved enterprise collaboration platforms


What You Must Have
•    Bachelor’s degree in communications, organizational development, public administration, business, or a related field.
•    5+ years of experience developing and executing communication strategies, stakeholder engagement plans, or organizational change management plans
•    3+ years of experience supporting enterprise IT, digital transformation, modernization, or similarly complex organizational initiatives


Preferred Qualifications
•    Master’s degree in communications, organizational development, public administration, or a related field
•    Prosci Change Management Certification or equivalent

•    3+ years of experience producing executive and staff-facing materials such as briefing memos, newsletters, presentations, talking points, or outreach content
•    3+ years of experience supporting stakeholder engagement across cross-functional business and technical teams
•    3+ years of experience planning or supporting change adoption activities, including messaging, training support, readiness activities, or feedback collection
•    2+ years of experience measuring communication effectiveness, stakeholder engagement, or adoption outcomes using qualitative or quantitative methods
•    2+ years of experience supporting communications in a federal environment or similarly regulated enterprise setting
•    2+ years of experience maintaining content in collaboration and knowledge platforms such as SharePoint, Confluence, JIRA, or M365
•    2+ years of experience facilitating meetings, forums, workshops, or stakeholder sessions in support of program communications or change efforts
•    2+ years of experience supporting CIO, PMO, governance, or enterprise transformation functions
•    2+ years of experience supporting communications for identity, shared services, governance, or enterprise platform initiatives
•    Certification in technical communication, UX writing, or change management is desirable

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$89,649.00 - $152,404.00
