Job Summary: This is a developmental position with promotion potential to the target position of Commissary Contractor Monitor GS-1101-06. During this training period, the incumbent performs the duties and responsibilities of the targeted position.

Major Duties:

  • This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare your to perform at the target grade level. At the target grade level the major duties are: Conducts quality assurance inspections and contractor surveillance. Provides comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives. Approves or rejects contractor's work schedule and checks work for quality and timeliness. Maintains the store's allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable. Advises commissary or contracted order writers. Acts as the commissary manager's representative during the night time hours to ensure government property is secure. This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. Qualifications: You must meet the Office of Personnel Management (OPM) basic requirement and qualifications for series 1101 and additional requirements by the announcement closing date. This position has a positive education requirement. You must submit transcripts. See Required Documents for more information. Basic Requirement: (1) A 4-year course of study leading to a bachelor's degree with a major in any field, or (2) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Qualifications: Your resume must clearly show that you have one (1) year of experience Conducting quality assurance inspections and contract surveillance duties specified commissary or retail grocery contract services. Applying retail grocery store administration policies and procedures as they relate to established contracts. Monitoring vendors and or contractors in a retail setting to ensure proper inventory. (specialized experience) equivalent to at least GS-04. Experience can be under other Federal service pay systems, private sector, or military. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Additional Requirements that must be met by the closing date: Physical requirements: (1) Work includes long periods of standing, walking, bending, crouching, stooping, stretching, and reaching. You will attest to your ability to perform these physical requirements in the Questionnaire. Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a nontemporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority.
