Qualifications: (Con.) This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of commercial air carrier flight operations, standards, procedures, training and policies to assess, analyze and evaluate flight operations to include all areas of a commercial air carrier's operations department including FAA enforcement actions (violations), accidents, incidents, fleet composition, crew hiring, training, captain upgrade, scheduling, in-flight performance, flight records, operational control, charter procedures, safety program, and security thorough knowledge of flight air crew standards, policies, procedures, safety, and training methods to observe, evaluate, and assess pilots and flight attendants; knowledge of the operation of turbine, turboprop, and reciprocating powered fixed and rotary wing aircraft. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastered application of qualitative methods for assessment of commercial aviation operations, standards, procedures, work processes, practices, training and policies, program, and security. Extensive knowledge of flight air crew standards, policies, procedures, safety and training methods to observe, evaluate and assess pilots and flight attendants. Knowledge of the operation of turbine, turboprop, and reciprocating powered fixed and rotary wing aircraft. Extensive experience (minimum as an instructor or evaluator pilot) and advanced skill in the application of Air Force rated aviator (e.g. pilot) expertise as it applies to the assigned program or to the assigned area. Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. Work requires knowledge of relationships with other programs and key administrative support functions within the employing agency or in other agencies. Advanced skill in auditing commercial air carriers' management oversight, internal audit programs, safety programs, flight operations, hiring, training, upgrade programs, scheduling, in-flight performance, operations control, charter procedures, security operations, and contractual requirements. Mastery of flight operations regulations, laws, directives, and requirements. Expert ability to perform detailed inspections of complex commercial aviation operations functions and processes. Thorough knowledge of commercial aviation operations technical programs, plus the qualitative and quantitative techniques required for analyzing and measuring the effectiveness, efficiency, productivity, and results of these administrative and technical programs such as, fleet reliability data, deferred operations rates, engine shutdowns, and fleet operational statistics. Comprehensive knowledge of a wide range of transportation policies, principles, and practices or in depth knowledge of a specialized function or support service of transportation. Thorough knowledge of the mission, organization, and work processes concerning air transportation programs. Expert skill in conducting studies, analyzing findings, and making recommendations on substantive air transportation programs. Mastery in preparing project papers, staff reports, and presenting briefings to managers which encourage understanding and acceptance of the findings and recommendations. Extensive knowledge and skill in analytical and investigative techniques to conduct flight operations evaluations of private industry organizations. Skill to effectively meet and deal with people of various backgrounds and occupations. In-depth knowledge of commercial aviation computer management tools and application, extensive knowledge of Air Carrier Analysis Support system or like aviation database, a general working knowledge of personal computers and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
