JOB SUMMARY

The Collections Supervisor provides critical support to the Collections Division by supervising a team on a regular and consistent basis to determine compliance with laws and regulations, generally accepted accounting procedures, financial accountability standards or other requirements have been met.  The Collections Supervisor will perform supervisory functions including assigning and reviewing work, employee reviews, making recommendations on disciplinary actions, providing employee training and development and approving time off.

DUTIES AND RESPONSIBILITIES

The functions performed by employees in this position may include the following:

  • Delegates work for a team and assess their performance
    • Provides bi-weekly informal feedback
    • Provides annual formal feedback
  • Reviews team assignments and delegates accordingly
  • Assists in testing SQR’s originating from within the section
  • Acts as the representative for the section in Business Analyst and Process Improvement meetings or initiatives
  • Make recommendations on training and provide work directions to trainers and division management.
  • Manages a multi-disciplinary team of between 4-6 individual contributors.
  • Monitors and reviews of key financial and performance metrics monthly
  • Conducts assessments on closed businesses for sole proprietors, corporation and LLC, agencies which include partners, members or officers for said corporation for trust fund taxes due to the State of Oklahoma
  • Conducts assessments involving policies and procedures or management activities to ensure compliance with laws, regulations and standards for financial accountability and internal controls
  • Reviews of financial records and other business records
  • Performs special investigations as assigned for timely/untimely Notice-to-Show-Cause (NTSC) protest determination
  • Creates cases for the Legal Division and Administrative Law Judge’s office for consideration
  • Serves as primary point of contact for NTSC protest cases
  • Identify persistent claims error trends and report them immediately to management
  • May serve as the agency’s witness for court proceedings as it pertains to the validity and collection of outstanding liabilities and delinquencies

  • Auditing methodology, techniques, and theories
  • Financial statements, ledgers, journals and reports
  • Receivable management and tax collection enforcement
  • Legislative impacts on tax collection enforcement
  • Agency policies and procedures
  • State and federal legislation related to assigned agency programs
  • Modern office methods and procedures, including computer technology related to accounting systems
  • Supervisory principles & practices

Skills in

  • Proficient with PC office software, Microsoft Office Suite, desktop tools, and data entry ability
  • Strong analytical interpersonal, problem solving, time management and negotiation skills
  • Detail-oriented with research and investigative experience
  • Interpersonal communication skills to effectively solicit ideas and recommendations from employees to increase workflow and improve work productivity

MINIMUM QUALIFICATIONS

Education and Experience requirements at this level consist of

  • A bachelor’s degree in accounting, finance, business, or public administration; or related field
  • AND four (4) years of professional experience in compliance, collections, accounting, or similar field
  • OR an equivalent combination of education and experience
  • One (1) year of supervisory experience

PREFERRED QUALIFICATIONS

  • Four (4) or more years of professional experience in compliance, collections, accounting, or similar field
  • Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) certification
  • Two (2) or more years of supervisory experience
  • Previous tax or government knowledge

PHYSICAL DEMANDS

Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aid. Ability to communicate clearly. Physical ability to lift up to 15 pounds, to bend, stoop, climb stairs, walk and reach. Duties are normally performed in an office environment with a moderate noise level.

SPECIAL REQUIREMENTS

Travel will be required for this position. Applicants must have reliable transportation and a valid Oklahoma divers’ license and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver’s License is also required.

Oklahoma Tax Commission’s normal work hours are Monday through Friday, 7:30am to 4:30pm.  This schedule may require minor flexibility based on the needs of the agency.

Telework may be required based on the needs of the agency, division, and section.  If applicable, the applicant must be willing and able to work BOTH on-site and telework at an off-site location, generally in the applicant’s home.  Applicants must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.

This position has access to Federal Tax Information (FTI) and is required to uphold the strictest standards of confidentiality as an essential part of its job responsibilities. This includes safeguarding all tax information obtained from records, files, tax returns, and departmental investigations, whether in paper, electronic, or verbal form.
