Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification. This position is eligible for overtime compensation for all hours worked over 40 in the designated workweek.

About the Position

Are you a subject matter expert in technical agreements? Do you thrive on managing details of high-level agreements and shifting timelines? Are you interested in expanding your knowledge of Permits and Records? If so, Licensing and Compliance Specialist might be for you! The Licensing and Compliance Specialist will be a subject matter expert in the review and analysis of considerably complex franchise utility agreements and licenses. This position will lead the coordination and adoption of franchise agreements from initiation to Board of Supervisors approval.  Additionally, this position will also be responsible for management of agreement renewals, audit requests, and data analysis associated with agreements.

We Require

  • Three years of experience in administrative coordination, legal documentation management, or contract/licensing oversight

  • High school diploma or GED

  • A combination of post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

Job Contributions

  • Oversee the coordination of the Permit Division’s licensing and franchising agreement process, providing strategic guidance to prospective licensees and communicating key steps and procedures. Serves as a subject matter expert and the primary liaison between legal stakeholders, engaging directly with licensees to resolve issues as they arise

  • Conduct an in-depth technical review of agreements to ensure that proposed agreements are fully compliant with applicable legal and MCDOT standards, providing revision recommendations to licensees as needed

  • Perform ongoing research to maintain a comprehensive and up-to-date understanding of applicable Federal Communications Commission (FCC), Arizona Corporation Commission (ACC), and Arizona Revised Statutes (ARS) regulations and guidelines to aid in the management of agreements

  • Prepare a detailed agreement summary for Maricopa County Attorney Office (MCAO) review, maintain ongoing communication during legal review provide the support necessary to finalize all agreements before adoption

  • Submit all County Attorney-approved agreements for Board of Supervisor (BOS) approval considering legal timelines and deadlines

  • Manage renewal process for all agreements prior to expiration, which includes tracking renewal completion, communicating with stakeholders, requesting and reviewing updated relevant items, and working to obtain any required MCAO/BOS review and/or approvals

  • Review, monitor, and maintain an accurate database of all agreement statuses for reference by management; conduct annual auditing of agreements to ensure compliance with FCC, ACC, and ARS and identify areas of improvement. Work with MCDOT Finance Division to ensure fees are collected

Working Conditions

  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions

  • May be required to lift up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly OR requires walking or standing to a significant degree
