Full timePURPOSE OF CONSULTANCY
BackgroundThe primary objective of the Department of Health Systems and Services is to strengthen health systems based on Primary Health Care, support the transformation of national health systems to improve equity and resilience, strengthen Primary Health Care (PHC), and address the relevant issues related to human resources as health systems move towards the achievement of Universal Health. Its work encompasses the following areas: integrated services delivery, strengthening of health systems governance and stewardship; developing efficient and equitable financial mechanisms to ensure adequate public funding of the health system; human resources for health, healthy life course; the Virtual Campus of Public Health, and Latin American Center of Perinatology, Women and Reproductive Health (CLAP).
Unit Background
The Healthy Life Course Unit (HL) within the Health Services and Systems Department (HSS)
a) Supports implementation of evidence-based multidimensional strategies to approach populations and individuals’ health needs, while considering demographic, epidemiologic and other transitions.
b) Promotes multisectoral public health policies, plans, programs, and interventions using a life course approach leveraging the capacity of health systems to improve wellbeing and healthy trajectories of individuals and populations.
c) Provides technical cooperation to strengthen integrated and person-centered care, especially in primary health care, to boost and maintain health capacities and guarantee a more effective approach to disease and risk factors across the life span.
d) Promotes good practices to prevent and address bottlenecks for effective access and coverage that respond to health needs during the life span, especially in populations living in conditions of vulnerability.
e) Generates continuous education to increase workforce capacity to address individuals and populations needs with a life course perspective.
f) Strengthens multiagency and multisectoral alliances to guarantee collaboration towards effective work in health and development for all at all ages, leaving no one behind.
DESCRIPTION OF DUTIES:
Responsibilities
Under the general supervision of the Unit Chief of Healthy Life Course, and under the direct supervision of the Advisor of Healthy Aging, the consultant is expected to:
Update, monitor and strengthen the reporting of PAHO-WHO Age Friendly Cities and Communities Initiative, through the Global Network of Age Friendly Cities and Communities (GNAFCC) activities and platform Assist the PAHO’s Healthy Aging Team on the development of all activities related to the Decade of Healthy Aging in the Americas Perform other related duties, as assigned.
Specific products expected
Strengthening the Global Network of Age Friendly Cities and Communities (GNAFCC) in the Region, through reporting and capacity building. roducts:
- Report of the GNAFCC platform for the Region of the Americas. Due date: Monthly updates, indicating cities that are part of the Network, new joiners, and the evolution of the panorama in each country of the region.
- Support implementation of the virtual course on AFCC, through communication strategy and roll-out within Member States. Due date: 1) Communication strategy: April 2025. 2) Roll-out of the strategy/implementation: April to December 2025.
- Technical document of alignment between GNAFCC and the Movement of Healthy Municipalities: Due date: June 2025.
Review of upcoming and pending GNFACC applications and age friendly practices from the Region (applications will be in English, Spanish, and Portuguese).
Products:
- New cities and communities as well as age friendly practices published in the GNAFCC. Due Date: weekly review of applications.
- Development of updates for the healthy aging newsletter and healthy aging website considering new members and practices. Due date: monthly updates
- Report of participate and engage with members and affiliate members of the GNAFCC globally in pre-scheduled calls. Due date: bi-monthly
Assist with the engagement of different stakeholders on the Decade of Healthy Aging and its implementation in the Region of the Americas, including co-publishing activities related to the series of publications: The Decade of Healthy Aging in the Americas: situation and challenges
Products:
- Review of new documents developed (Multimorbidity; Polypharmacy and Women’s health over the life course) and support publishing and translation processes. Due Date: December 2025.
Qualifications
- Knowledge of healthy aging and/or age-friendly environments / urbanization / healthy cities.
- Strong analytical and quantitative skills with strong attention to details.
- Strong motivation and organizational and management skills.
- Capable of being proactive when the situation requires.
- Advanced knowledge in the use of Excel and other data analytical tools, as well as Power Point, and Word
- Ability to work effectively under pressure in a diverse, team-oriented environment.
- Flexibly related to working hours, considering teleworking and different time zones.
- Experience working in multicultural environments.
Professional experience:
Required: At least 5 years of combined national and international experience in the fields of international relations, health planning, project management, or related field.
Desired: Experience with developing age-friendly environments or other initiatives to promote health in the territories through the environment.
Education:
Required: A bachelor’s degree in public policy, international relations, health studies, or social sciences, or in any other field related to the functions of the post from a recognized university
Desired: Master’s degree in health studies, social sciences or international relations and politics, or any other field related to functions.
Languages:
Required: Fluent in written and spoken Spanish and English
Desired: Basic knowledge of Portuguese and French are a plus
