Major Duties:
- Directs the use of activity based costing (ABC) and Activity Based Management (ABM) concepts and systems.
- Tracks, monitor, and analyzes the current year operating budget status relative to program accomplishment.
- Performs financial analysis and facilities quarterly review submissions and end of year analysis.
- Provides leadership and guidance on all aspects of budget and financial management and programing including management analysis or program evaluation and review.
- Responsible for all out year and current year activities to include strategic budget planning, budget justification and planning target development and Annual Work Plan Execution.
- Incorporates ABC/M into program cost analysis annual/multi-year/long range fiscal planning and the development of annual work plans and budget strategies.
- Conducts special analytical studies in support of organizational and management needs including workforce planning.
- Resolves problems and obtains necessary resources to produce on-time quality products.
- Recommends procedural, organizational, or other changes.
- Serves as a supervisor, consultant, coach, and supporter with budget team members; creates mutual respect with employees and between employees.
- Facilities work and maintains good working relationships and coordinates goals, priorities, and organizational needs and achievements.
Qualifications: Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. To qualify, applicants must possess at least one full year of specialized experience at the GS-12 grade level. Examples of specialized experience include: Performing budget formulation, justification, presentation, execution, and review of financial status reports. Determining availability of funds and applying principles of funds to purchase requests and interagency agreements. Assisting in monitoring the execution of long-range budget plans to fund programs and projects. Performing routine aspects of year-end budget close-out to ensure the accuracy of expenditures and compliance. Communicate orally to brief senior staff on budget requests. Education may not be substituted for specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Demands: The work is principally sedentary with a moderate amount of standing and walking.
