The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. Summary: I-66 Express Mobility Partners (EMP) is part of a major beltway project that is transforming Northern Virginia’s Interstate 66 to provide new travel options. The project consists of building and maintaining 22.5 miles of new express toll lanes on I-66 outside the beltway from I-495/Capital Beltway to Gainesville, VA. Under minimal supervision, the Occupational Safety & Health Senior Specialist will assist the Safety Manager in implementing, monitoring, and coordinating safety programs to include conducting safety inspections, accident investigations, and safety training.
Essential Duties and Responsibilities:
1. Conducts safety walks/audits and provides recommended corrective actions for both internal employees and contractor/subcontractors.
2. Conducts investigations and collects data for vehicle accidents, employee injuries, property damage, and near miss cases.
3. Investigates safety concerns and develops recommendations for improvement.
4. Conducts trend analysis based on documented safety metrics and provides input for safety reporting.
5. Performs Job Hazard Analysis (JHAs) and conducts follow-up hazard analysis/inspections of work zones and facilities when necessary.
6. Participates in the implementation, maintenance, and monitoring of safety programs related to Highway Maintenance and Tolling activities as well as other applicable OSHA safety compliance programs.
7. Oversees various OSHA programs and safety-related programs as assigned by manager.
8. Works closely with EMP Operations team on safety initiatives and provides advice and coaching on corrective actions.
9. Prepares and delivers toolbox talks, safety trainings classes, and other learning opportunities.
10. Responds to emergency situations and represents the Safety Department by maintaining a regular presence on the tollway.
11. Documents findings and prepares reports outlining findings/recommendations to Safety Management.
12. May on occasion be asked to represent the Safety Manager for various meetings, conferences, and social engagements.
13. Performs other job-related duties as assigned by Safety Management in support of the EMP Safety Program.
Qualifications: (Knowledge Skills & Abilities):
Education & Experience:
Bachelor’s degree or higher, preferably in a safety related field, or at least 4 years of relevant experience directly related to the duties and responsibilities specified.
OSHA-30 Certified (or able to get certified within 6 months) - Root Cause Analysis (RCA) training or proven track record of real-world practical application & knowledge
Coaching/Training experience
Incident investigation and/or emergency response experience
CPR/ First Aid training
Must have a valid driver’s license with a satisfactory driving record - Must have knowledge of OSHA and real-world experience managing OSHA Programs
DOT Worker Protection Certified- preferred - DOT / EPA / LOTO / Electrical knowledge a plus
Training development experience and/or experience creating training materials a plus

Computer Skills:
Ability to perform data entry and digital record keeping utilizing a computer - Must be able to demonstrate computer proficiency, especially with Microsoft Excel, Word, PowerPoint, and other PC based programs

This position is expected to work early morning shifts from around 2am - 11am Monday-Friday with some flexible work schedule as needed based on safety requirements. (NOTE: Position will be required to work day shifts initially during the onboarding process.]
Roadway travel required- ability to drive the company car is a must
Work environment involves possible exposure to hazards or physical risks, which will require following basic safety precautions.
The noise level in the work environment may be moderate to high at times given that the employee will be working around heavy machinery and in traffic conditions
The employee is frequently required to stand, walk, drive, and sit for long periods of time during day and night operations
The employee must occasionally lift and/or move up to 10 pounds
Must be able to work in various kinds of weather conditions
Must be able to work in both office settings as well as outdoor settings
