The Cornell Cooperative Extension Orange County Livestock/4-H Livestock, Equine & Dairy Program Manager will work under the direction and supervision of the Association Agriculture Program Leader and guidance of the Association 4-H Program Leader. This position will provide strategic development, planning, conducting, and evaluating of educational programs for livestock producers and 4-H Youth including, but not exclusive to: beef, sheep, swine, equine, dairy and poultry; develops, designs, implements and evaluates educational programs in the area of forage production and pasture and manure management. Under the guidance of the Agriculture & 4-H Program Leaders will develop program objectives and plans within the assigned area of responsibilities. This position will require the use of multiple delivery methods, and the individual employed must have the ability to manage multiple projects. Represent the Association to the public, community leaders, government officials, agricultural industry, and Cornell University. Will work as a team member in addressing local, regional, and statewide programming priorities.

    

Required Qualifications:

  • Bachelor’s degree in Agriculture, Food Sciences, Education, Biology, Natural Resources, Biotechnology, Microbiology, or related field.
  • Minimum one year of relevant work experience. 
  • Experience relevant to the role of the position.
  • Must be able to work with diverse audiences and partners, both independently and as part of a team and maintain cultural sensitivity.
  • Excellent communication skills, including writing and public speaking.
  • Good working knowledge and experience with current software, such as MS Office, Qualtrics, PowerPoint, Outlook, Excel, Outlook Calendar.
  • Ability to utilize resources effectively.
  • Ability to work well and establish effective working relationships with a wide variety of Orange County residents, farm owners, and staff while creating a high-quality and respectful work environment. 
  • Ability to work flexible hours which include evenings and/or weekends.
  • Ability to meet travel requirements associated with the position.
  • Ability to meet acceptable motor vehicle/driving record requirement.
  • Ability to lead and delegate.
  • Ability to manage long-term goals within a context of day-to- day deadlines.

Preferred Qualifications:

  • Master’s degree in Agriculture, Education, Food Sciences, Biology, Natural Resources, Biotechnology, Microbiology, or related field.
  • Two years of progressively responsible experience in Animal Science related field.
  • Bilingual in Spanish welcomed.
  • 4-H Program experience.
  • Volunteer/4-H Volunteer Management experience.
  • Coursework in research methodology, education, and management experience highly preferred. 
  • Experience with meat processing or marketing.
  • Demonstrated ability to manage resources and work within budgets. 

Responsibilities/Essential Functions:

Program Responsibilities:

Program Development – 5%

  • Apply Agricultural subject matter knowledge to provide input in the development of educational strategies, new and innovative, for assigned programs to include, but not limited to:  Livestock/4-H Livestock, Equine & Dairy, 4-H Youth.
  • Influence the creation of program materials to address the needs of the participants with specific ongoing outreach to adult, commercial and 4-H Livestock Dairy & Equine.

Program Delivery – 25%

  • Apply educational programming to targeted audiences in the assigned subject matter.
  • Teach innovative educational programs and activities to support the identified issues in a manner consistent with the Plan of Work.   
  • Teach innovative, developmentally appropriate educational programming and activities to target audiences in the area of Dairy & Equine Livestock production and marketing, 4-H Youth Livestock and Animal Sciences. 
  • Effectively utilize all forms of mass media, including social media, for the innovative delivery of  programming using a variety of delivery methods – including virtual, digital education through various platforms, such as Zoom, YouTube, Facebook, and others.
  • Work to foster acceptance of programs, methods, and policies while addressing community and individual needs and considering diverse audiences.
  • As part of the program delivery, act as contact for volunteers, owners, farmers, vendors, and leaders within the county and provide responses to inquiries with guidance from supervisors.  
  • Serve as a team member and cooperate with the entire Association, 4-H Program staff and Agriculture Program staff to achieve Association program delivery goals.

Program Evaluation – 5%

  • Implement program evaluation as designed.
  • Interact with program participants to obtain evaluation data, to include evaluating effectiveness of classes and instructors within program areas for all programs offered.
  • Analyze program data, and based on the analysis, assist in recommending improvements in programming.
  • Based on program participants, interpret evaluation data to constituents as appropriate. 

Administrative Responsibilities:

Direction – 25%

  • Plan the delivery of educational programs based on program evaluation data and changing local priorities.
  • In collaboration with supervisors, establish program goals and priorities, including providing input from the community on program needs focusing on Agriculture and 4-H Youth.
  • In collaboration with supervisor develop marketing strategies, public affairs, and special events to reach target audiences and meet program objectives.
  • Provide supervisors with program related information for the budget development process, including strategies for fund development via other sources of revenue.
  • Strategize ways to expand effective Agriculture and 4-H Youth networks.
  • Provide input into the planning of all programs to consider the needs of diverse program participants.
  • Provide input for the development of written marketing materials to highlight a program/s.

Management – 30%

  • Demonstrate judgement and discretion to independently solve problems and resolve conflicts that arise within the Program utilizing appropriate policies and procedures, as needed.
  • Provide policy interpretation and guidance.
  • Ensure program activities conform to the Association’s Plan of Work.
  •  Identify, develop, enhance, and engage network of farmers, workers, producers, volunteers and youth.
  • Support the management of farmers, producers, youth and volunteers, including recruitment and involvement, ensuring program adheres to Volunteer Involvement Policy (VIP).
  • Guide the coordination of data management systems to accurately reflect members and program activities. Provide analysis and reports on the data to contribute to guiding on-going program development and outreach. 
  • Develop and enhance networks of new community members and professional and non-professional to extend program implementation.
  • Provide guidance for the implementation of the program budget
  • Monitor the Program income/expenses to ensure spending is within the program budget constraints.
  • Effectively allocate financial resources to accomplish program objectives.
  • Guide the implementation of communication strategies on particular program/function.
  • Prepare reports demonstrating program progress, accomplishments, and the impact of the community.

Coordination/Operation – 5%

  • Compile and prepare materials/resources for teaching purposes.
  • Utilize mass media effort related to program implementation and communication strategies.
  • Implement, execute, and maintain communication with constituents and the community through a variety of methods such as newsletters, emails, electronic technology, internet, social media, website postings and content.
  • Distribute program materials to inform communities of program/s.
  • Collect program data and maintain accurate records of program participants.
  • Serve as liaison with community to expand program networks.
  • Coordinate program referrals and ongoing outreach efforts in accordance with established Plan of Work.

Professional Improvement – 5%

  • In cooperation with Supervisors and/or Executive Director, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes and Association priorities.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension and perform other duties as assigned.

Health and Safety – Applied to all duties and functions

  • Support the Association to maintain a safe working environment.
  • Be familiar with and strive to follow any applicable federal, state, local regulations, Association health and safety policy/procedure/requirement and standard.
  • Act proactively to prevent accidents/injuries and communicate hazards to supervisors when identified.

This is a full time, exempt, benefits eligible position. Compensation paid at the rate of $58,500.00 per year.  Excellent benefits, based on eligibility, including:
