Job Summary: This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Information Officer (OCIO) with one vacancy located in Silver Spring, MD. Major Duties:
- As an Intelligence Operations Specialist, you will perform the following duties: Serve as a Senior Intelligence Specialist for Internal Risk (Insider Threat) Mitigation. Promote optimal organizational performance and the strategic management of intelligence programs, including all-source information review, research, and reduction to identify mission-critical threats to the National Oceanic and Atmospheric Administration (NOAA). Review and analyze cyber intelligence, open source, and operational reports and information regarding significant cyber network events, attacks, intrusions, and activities that may impact NOAA and its customers, objectives, resources and/or capabilities. Establish, maintain, and collaborate with intelligence, law enforcement, and security contacts to coordinate interests and share information. Represent the Office of the Chief Information Officer (OCIO) and attend meetings as an advisor, to maintain situational awareness, and coordinate intelligence and insider threat related matters.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 or GS-13 level: SPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Researching and developing internal risk (insider threat) mitigation strategies to ensure the security of a program's resources or capabilities; Analyzing cyber intelligence, open source, or operational information regarding cyber network events, attacks, or intrusions to identify mission-critical threats; and Providing technical guidance and advisory services on matters involving internal and external threats and intelligence coordination.
