SALARY RANGE: $74,803.00 - $119,684.00 Annually  

 

EDUCATION ACCREDITATION: Applicant’s education must be obtained from an accredited institution. Education credentials obtained out of the US must be evaluated for US equivalency. Evaluation agencies information may be obtained at . 

 

ELIGIBILITY: Qualified candidates will be considered for vacancies as they arise, for a period of at least six months. The decision of the Director of Human Resources with respect to acceptable minimum qualifications is final. 

 

CRIMINAL BACKGROUND CHECK: Eligible candidates under final consideration for appointment to this position identified as positions of trust will be required to authorize the release of and successfully complete a Fingerprint check. 

 

PROBATION: All persons, including current City employees, selected from this position will be on probation for 6 months. 

CLASS DESCRIPTION 

 

The Mayor’s Office of Children & Family Success (MOCFS) is a dynamic team serving Baltimoreans throughout all life stages to empower individuals to thrive. We are looking for a talented Grants Fiscal manager to manage Federal, State, and local grant funding. In partnership with the Chief Financial Officer and program operations teams, the Grant Fiscal Manager will develop, implement, and manage the fiscal activities and operations of MOCFS grant portfolio. 

 

Incumbent receives moderate supervision from an administrative superior. Employees in this class work a conventional workweek. This position is a remote position that will require occasional travel to city offices. Work requires minimal physical exertion.

MINIMUM QUALIFICATIONS 

 

On or before the date of filing the application, each candidate must: 

 

EDUCATION:  Have a bachelor’s degree in accounting, business administration, finance, public administration or related field from an accredited college or university. 

 

AND 

 

EXPERIENCE: Have two (2) years of experience in performing budgetary, fiscal or accounting work at a professional level.

EQUIVALENCIES: N/A

KNOWLEDGES, SKILLS AND ABILITIES  

  • Considerable knowledge of budgeting and fiscal management principles and procedures for grant monitoring. Working knowledge of grant funding policies and procedures; applicable local, state, and federal regulations; and city government grant guidelines. 

  • Ability to develop budgetary and administrative procedures, establish fiscal policies and practices, and apply strong grant management skills and methodologies as lead for grant financial management. 

  • Ability to interpret and apply sponsor, institutional and departmental policies. 

  • Ability to understand, analyze and interpret financial information in varying formats (including general ledgers), compile financial and operational data, complete forms and prepare and present reports or recommendations clearly and concisely. 

  • Ability to communicate effectively and establish and maintain effective working relationships with associates, officials, grant funding sources, and others. 

  • Must be a self-starter and accountable to complete tasks and drive performance with minimal oversight. 

  • Excellent attention to detail and accuracy in work product. 

  • Ability to work both independently and collaboratively in a team environment. 

  • Skilled in operations of computers and network/communications technology and concepts. 

  • Skilled in effective written communication, working in groups, and meeting facilitation. 

  • Administrative ability. 

  • Supervisory ability.
