As part of the Software Investment and Strategies team within the Engineering Support and Transformation (EST) Engineering Digital Solutions (EDS) organization, you will take on a senior technical leadership role focused on modernizing 10+ year-old legacy web applications into a secure and compliant cloud solution within the Microsoft 365 (M365) U.S. Government Community Cloud (GCC) High environment. The envisioned solution includes a SharePoint Framework (SPFx) application user interface with an Azure SQL backend, all designed and operated under the constraints of GCC High/Azure Government.

What You Will Do

  • Modernization Strategy and Delivery: Own the overall modernization strategy and lead the end-to-end delivery process, including architecture, migration planning, security and compliance alignment, implementation oversight, performance optimization, operational readiness, and stakeholder communication.

  • SPFx Front-End Architecture: Lead the architecture of SPFx-based front-end solutions, including components, secret management, packaging, deployment, and versioning, while collaborating with the DT Architecture team to align with their framework.

  • Backend Design and Integration: Design and Oversee Backend services and integration patterns tailored for GCC High, including API strategy, access management, telemetry, throttling, and resiliency.

  • Implementation Standards: Define and implement engineering standards such as CI/CD pipelines, coding conventions, quality gates, threat modeling, performance testing, and operational runbooks.

  • Target Architecture Ownership: Establish and maintain the target architecture for a GCC High solution that spans SPFx UI, identity management, API layers, data storage (Azure SQL), and operations.

  • Migration Approach: Define and execute the modernization approach (e.g., strangler pattern, phased migration, parallel run, data cutover strategy) to ensure minimal disruption to mission-critical operations.

  • Translation of Legacy Systems: Analyze legacy functionality and constraints to design modern solutions, breaking them into clear epics, milestones, and measurable outcomes.

  • Collaboration and Communication: Work collaboratively in a virtual team environment, serving as a technical authority for leadership, compliance stakeholders, and engineering support teams. Communicate technical plans and progress effectively to all stakeholders.

  • Artifact Production and Vendor Coordination: Produce key artifacts such as architecture documents, migration plans, risk registers, implementation roadmaps, and operational readiness checklists. Coordinate with vendors/contractors when applicable and ensure their deliverables meet technical and compliance standards.

  • This role demands a strategic and tactical thinker who thrives in a collaborative environment, possesses strong leadership skills, and can guide the modernization of legacy systems into future-ready, secure cloud solutions.


What You Will Learn

In this role, you would expand your expertise in cloud modernization for highly regulated environments, including M365 GCC High and Azure Government. You would gain valuable hands-on experience with advanced SPFx architecture, secure backend development, and complex legacy system migrations. Additionally, you would enhance your leadership, collaboration, and compliance skills while delivering modern, mission-critical solutions for Engineering teams supporting government and defense programs.

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years prior relevant experience.

  • Enterprise Software Expertise: 10+ years in enterprise software engineering/architecture, including 3+ years leading modernization or transformation efforts.

  • Government Cloud Experience: Proven success delivering solutions in M365 GCC High and/or Azure Government environments, beyond commercial Azure.

  • SPFx Expertise: Advanced knowledge of SharePoint Framework (SPFx), including UX patterns, deployment models, M365 integration, and front-end architecture.

  • Secure Backend Design: Experience designing secure backends for government tenants, including authentication/authorization, secrets management, and operational monitoring in restricted environments.

  • Legacy and Database Migration: Expertise in modernizing legacy systems and migrating relational databases (preferably Oracle) to Azure SQL or equivalent.

  • Communication Skills: Strong written and verbal communication, with the ability to effectively engage both technical and non-technical stakeholders.

Qualifications We Prefer

  • Zero-Trust and Security: Experience with zero-trust architecture, least-privilege RBAC models, and regulated data handling.

  • API Implementation: Proficiency in building API layers (e.g., .NET) between SPFx and Azure SQL, with a focus on performance and resiliency.

  • DevSecOps: Familiarity with DevSecOps in government cloud environments, including approval-driven pipelines, gated releases, and compliance evidence.

  • Data Integration and Migration: Experience with ETL/ELT processes, validation frameworks, and reconciliation tools for large-scale migrations.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
