Job Summary: The VISN PMOP Coordinator supports VISN and Facility Pain POCs in the coordination of pain management, opioid safety, and prescription drug monitoring program (PDMP)-related initiatives and implementation of VHA and the Joint Commission standards. The PMOP coordinator will work in close collaboration with the VISN Pain POC (i.e. VISN Pain Lead/Pain Consultant), the VISN Primary Care Pain Champion, the VISN Academic Detailing lead pharmacist, and other VISN leaders and the facility stakeholders.

Major Duties:

  • **There is one vacancy for this position and it requires the selectee to be geographically located (live and work) in the VISN 8 catchment area. Duty location will be determined upon selection** Major duties include, but are not limited to the following: Works in close collaboration with the VISN Pain POC/Lead/Consultant and the Facility Pain POCs and PMOP Coordinator to maintain a current contact list for these and other key stakeholders in the VISN. Collaborates with VISN leadership, Integrated Clinical Community (ICC) Committees for Specialty Care and other stakeholders. Supports a high functioning Pain Committee/Pain Community of Practice that includes stakeholders from across the VISN, and supporting subcommittees, task forces/work groups as indicated. Develops processes/procedures to ensure implementation and compliance with national policy related to pain management, opioid safety and risk mitigation strategies, Overdose Education and Naloxone Distribution (OEND), management of Opioid Use Disorder (OUD), initiatives in compliance with national policy, clinical practice guidelines, and regulatory requirements. Supports review of community provider opioid prescribing practices as required by the MISSION Act Section 131 Provides expertise and guidance for OSI reviews, data-based risk reviews for opioid­exposed patients (including STORM data-based reviews), and other interdisciplinary pain care forums. Supports and tracks full implementation of the SCM-PM, including high functioning PMTs/Pain Clinics at all facilities and at least one CARF-accredited interdisciplinary pain rehabilitation program in each VISN. Supports implementation of OUD stepped care model throughout the VISN, in particular for Step I of the SCOUTT program expansion, i.e. within Pain Management Teams/Pain specialty Clinics. Identifies opioid safety improvement and risk mitigation opportunities for VISN leadership and developing strategic planning efforts in accordance with VA policy, inclusive of, but not limited to PDMP compliance, urine drug screening, and establishing population management processes for targeted risk mitigation Collaborates to evaluate acute pain care prescribing and processes through the VISN and leading improvement opportunities. Develops and track VISN and facility level dashboards regarding pain management, opioid safety and PDMP, including key parameters such as access, productivity, workload, and staffing. Measuring and reporting quality and compliance outcomes related to pain management, opioid safety, and PDMP. Partners with Academic Detailing and other stakeholders to monitor and disseminate best clinical practices related to PMOP initiatives. Reports to the PMOP office regularly, with a formal report at least annually describing progress in implementing PMOP office initiatives and status of pain management and opioid safety initiatives and mandates throughout the VISN. Prepares responses to formal inquiries from the PMOP office. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: This position may be authorized for ad-hoc telework. Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). GS-14 Grade Determination: In addition to the basic requirements , candidates must have 1 year of specialized experience equivalent to the next lower grade level (GS-13). Experience includes: Health care Program management experience, education, and/or training in Pain Management, Opioid Safety, and Management (PMOP) of Opioid Use Disorder (OUD); Effectively communicate and collaborate with stakeholders to facilitate action planning, process improvement projects, and stakeholder engagement; Experience with supporting review of community provider opioid prescribing practices; Leading in the coordination of pain management, opioid safety, and prescription drug monitoring program (PDMP)-related initiatives and implementation of VHA and the Joint Commission standards. Physical Requirements: The work is primarily performed while sitting, though some work may require periods of standing. The regular and recurring work of this position involves sitting at a desk, conferences, meetings, etc, and occasional visits to nationwide sites.
