Job Summary: This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Major Duties:

• Total Rewards of a Allied Health Professional Duties include, but not limited to: A Clinical Laboratory Scientist (CLS) at this level develops, performs, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results in line with current laboratory regulatory requirements. Testing procedures are performed on a variety of biological specimens and/or environmental samples using manual or automated methods. In addition to routine testing, the CLS conducts quality control and routine maintenance of instrumentation and troubleshooting. The CLS correlates abnormal lab data with pathological states, determines the validity of test results, and the need for additional tests. The CLS assesses a situation, considers the options, and formulates an appropriate course of action. This assignment includes monitoring quality control systems and measures, collaborating in the diagnosis and treatment of patients, and providing education for laboratory health care professionals and the public in a professional, courteous, and effective manner. It is expected that an employee at this level carries out the day-to-day operations in the laboratory with minimal technical supervision, by organizing, setting priorities, and exercising independent judgment and responsibility. The work performed is in a variety of laboratory disciplines, such as but not limited to chemistry, toxicology, coagulation, hematology, immunology, immunohematology (blood banking), urinalysis, molecular and microbiology sections. The Clinical Laboratory Scientist (generalist) rotates with other generalists on a regular basis through the above-mentioned areas or is assigned to one primary area and works the other sections when and if needed. The Clinical Laboratory Scientist (generalist) is required to work regular and irregular hours of duty on a regular recurrent basis. The work requires five (5) days/week, eight (8) hours/day and includes rotating regular and irregular weekends and holidays. The position may include permanent or rotating assignment to the day, evening or night shifts. The position may require working days, evening or night shift to provide emergency coverage of the laboratory to fulfill patient care needs as priorities demonstrate. The duties and responsibilities of the Clinical Laboratory Scientist - Generalist includes but is not limited to the following: Performs a broad range of laboratory procedures including all testing and tasks of the Clinical Laboratory Scientist occupation. In addition, performs advanced and complex laboratory procedures; recognizes deviation from expected results; analyzes and corrects problems using scientific principles. Evaluates and solves problems related to collection and processing of biological specimens for analysis taking into account physiologic processes and requirements. Maintains and documents the optimal functioning of laboratory equipment. Uses, calibrates, identifies malfunctions, repairs, and performs preventive maintenance of laboratory equipment. Diagnoses deviations in test performance due to instrument malfunction. Performs, documents, and reviews quality control and quality improvement activities (including critical callback communications) and corrective actions related to test performance using statistical principles and theories of performance improvement. Adheres to practices and regulations governing biosafety and biosecurity in the workplace. Identifies discrepancies, solves problems, and presents solutions. Monitoring quality control systems and measures, collaborating in the diagnosis and treatment of patients. Answers inquiries regarding test results, methodology, test specificity, test sensitivity, and specific factors, which influence test results. Interprets results and identifies situations for repeat testing or recollection. Assists in the process of evaluation and implementation of new techniques and procedures in the laboratory in terms of equipment, method comparison, and establishment of reference intervals using statistical methods and theoretical knowledge. Incorporates principles of educational methodology in the instruction and training of new employees and students and in the laboratory's in-service/continuing education program. Communicates effectively and courteously while working as a healthcare team member. Provides excellent service as defined by the customer (peers, healthcare providers, patients, and others). Organizes work and sets priorities to meet deadlines to meet departmental policies related to testing turnaround times. A bachelor's degree or higher from an accredited college or university. Certification. Candidates must meet one of the certification options below. (a) Generalist certification as an MLS given by ASCP BOC or AMT. (b) Generalist certification as an MT given by ASCP BOR or AMT. (c) Categorical certification or Specialist certification by ASCP or AMT. NOTE: Categorical and specialist certifications are not acceptable for CLS Generalist positions or lab sections unrelated to the categorical or specialist certification held. Categorical or specialist certifications are acceptable for higher-graded positions within the relevant lab section or one of the non-section specific assignments (including, Ancillary Testing Coordinator, Education Coordinator, Laboratory Information Manager, Quality Manager, Laboratory Manager, Regional Technical Specialist, National Quality and Compliance Agent, Regional Program Manager, Regional Director, Laboratory Director, or National Quality and Compliance Officer). Grandfathering Provision. Employees in VHA in this occupation under a permanent, appropriate, and legal placement on the effective date of this qualification standard, are considered to have met all qualification requirements for the grade and/or assignment held, including positive education and certification where applicable. For employees who do not meet all the basic requirements of this standard but met the qualifications applicable to the position at the time they were appointed, the following provisions apply: (1) Employees may be reassigned, promoted up to and including the full performance (journey) level, or be changed to a lower grade within the occupation but may not be promoted beyond the journeyman level or newly placed in supervisory or managerial positions. (2) If an assignment above the FPL requires an additional certification over and above the basic requirements, employees must meet the assignment-specific requirement before they can be promoted. Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403 (f). GRADE DETERMINATIONS. In addition to the basic requirements for employment, candidates must meet the following grade-determining criteria for placement at grade levels specified. Clinical Laboratory Scientist (Generalist), GS-11: Experience or Education. Candidates at this level must meet one of the criteria below: (a) Experience. 1 year of creditable experience equivalent to the next lower grade level. OR (b) Education. Must have 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related science. Knowledge, Skills, and Abilities. In addition to the experience or education above, the candidate must demonstrate the following KSAs: (a) Knowledge of professional clinical laboratory science principles, practices, concepts, and theories that support sound, independent work. (b) Knowledge of laboratory quality control and quality assurance procedures and principles of performance improvement. (c) Skill in informatics, laboratory data flow, and laboratory processes. (d) Ability to maintain, troubleshoot, and repair instrumentation. (e) Ability to use independent technical judgment to analyze and interpret laboratory results. (f) Ability to read, interpret, and apply complex written instructions. (g) Ability to communicate, consult, and interact with other members of the health care team, external relations, customer service, and patient education. Preferred Experience: Clinical Laboratory Scientist (Generalist) experience is preferred. Physical Requirements: The incumbent must be able to perform moderate lifting up to 20 pounds, straight pulling, pushing, reaching above the shoulder, use of fingers and both hands, walking, standing for up to four hours, kneeling, repeated bending, use of both arms and legs. Specific visual requirements include use of both eyes, depth perception, ability to distinguish colors and shades of colors, hearing (aids permitted), clear, high cognitive function and emotional stability; ability to read ordinary type without strain.
