About the opportunity
The Clinical and Operations Readiness Lead is a senior project leadership role responsible for ensuring the expanded Emergency Department is clinically safe, operationally integrated, and fully prepared for commissioning and go-live.
Reporting to the Program Director, the role leads the practical implementation of the endorsed Model of Care within the new ED footprint. This includes translating strategic design into functional workflows, validating patient flow and escalation processes, coordinating simulation and operational testing, and overseeing the development and revision of policies, procedures and Standard Operating Procedures (SOPs). This role will work closely with the Nursing Workforce Readiness Lead and synergy between these roles will be crucial to ensure the nursing workforce are supported and adequately prepared for the transition.

Professional Oversight/Support: Divisional Director Critical Care and WMH Director of Nursing
Key Accountabilities:
Model of Care Operationalisation
• Lead translation of the endorsed ED Model of Care into operational practice.
• Ensure workforce, workflow, equipment, align with the Model of Care
• Facilitate multidisciplinary engagement to ensure clinical buy-in and practical application.
• Identify and mitigate risks associated with transitioning to new care models.
Clinical Workflow Design & Implementation
Coordinate development and validation of:
Patient flow pathways
Escalation processes-
Admission and discharge processes-
Internal and external referral pathways –
Interdepartmental interfaces (e.g., ICU, wards, imaging, pathology, mental health)
Ensure workflows align with:
Victorian Department of Health requirements
National Safety and Quality Health Service (NSQHS) Standards
Local governance frameworks
Oversee documentation and version control of all workflow redesign materials
Simulation & Readiness Testing
• Assist in developing and implementing a comprehensive clinical and operational simulation plan.
• Assist in coordinating table-top exercises, scenario-based simulations, and full-scale operational simulations.
Ensure testing includes:
Clinical scenarios (resuscitation, trauma, paediatrics, behavioural emergencies, surge events)
Non-clinical operational processes (security, cleaning, patient transport, equipment logistics)
Emergency response and escalation pathway
Lead structured debriefs and capture lessons learned.
Policies, Procedures & SOP Development
Lead (in partnership with the Medical Lead – Clinical and Operations Readiness the review, development and updating of ED-specific:
- Policies and procedures
- Standard Operating Procedures (SOPs)
- Clinical guidelines relevant to the new environment
• Ensure alignment with:
Organisational policy framework
Legislative requirements
Infection prevention standards
Clinical governance requirements
• Support communication of new or revised procedures to staff and work with Nursing Workforce Readiness lead and Nursing education to support education of nursing staff.
Operational Readiness Planning
• Develop and maintain a comprehensive Operational Readiness Plan.
• Define readiness domains (e.g., workforce, training, equipment, policies, workflow validation, simulation completion)
• Establish measurable readiness criteria and milestones.
• Monitor risks and develop mitigation strategies.
Act as a key liaison between clinical teams and the project team
Reporting & Governance
Provide regular structured progress reports to the Program Director
Prepare briefing papers and presentations for:
Project Control Group
Executive
Clinical governance committees
Escalate critical risks impacting commissioning timelines or patient safety.

Experience
Extensive senior clinical and/or operational leadership experience in an Emergency Department setting (essential)
Demonstrated experience in service redesign or Model of Care implementation (essential)
Previous experience in complex health projects or transitions (preferred)
Competencies
High-level verbal communication, facilitation and stakeholder engagement skills
Strong risk management and problem-solving capability
Highly developed written communication skills
Mandatory Organisation Competencies
Comply with all mandatory organisational competencies
Act professionally and in accordance with the Mercy Health Code of Conduct and the Aged Care Code of Conduct
Participate in annual performance development review (PDR) process
Must comply with mandatory vaccination and compliance (e.g. NDIS, Police Check) requirements as directed by State and Territory public health orders
Qualifications and Requirements
Registered Nurse with current registration with AHPRA (Essential)
Post graduate certificate in Emergency Nursing (Desirable)
Qualification in Project Manager or similar (Preferred)
You will also be required to provide evidence of, or in the process of obtaining:
A current Police Record Check and Working with Children Check.
Proof of current influenza vaccination and other vaccination status consistent with public health orders.
