Climate Finance & Budgeting Expert

Gujarat Urban Development Mission (GUDM) is implementing CITIIS 2.0, a results-based programme under the Smart Cities Mission, focused on climate-resilient urban infrastructure, climate governance reforms, and climate budgeting. A core requirement under CITIIS 2.0 is the institutionalisation of state and municipal climate budgets, alignment of investments with approved climate actions, and compliance with tranche-based disbursement conditions.

Role Overview

The Climate Finance & Budgeting Expert will provide specialised technical advisory support to GUDM on urban climate finance, municipal budgeting, and investment structuring. The role is advisory and review-oriented, supporting compliance, financial rigour, and bankability of climate actions at state and city levels.

Part-time expert role in Gandhinagar
Indicative effort: 18 months over a 3 year contract period

Key Responsibilities:


Provide expert inputs on climate budgeting frameworks at state and municipal levels
Support vetting and review of State and Municipal Climate Budgets, including verification of the minimum 25% climate action expenditure requirement
Advise on urban climate finance instruments, including municipal finance, blended finance, PPPs, and innovative financing models
Review and validate financing aspects of priority climate project pipelines, including cost estimates and funding structures
Support compliance with CITIIS 2.0 tranche-based disbursement indicators related to finance and budgeting
Provide technical inputs for climate investment summits, financial reviews, and audit processes
Prepare and review technical notes, finance briefs, and compliance documentation as required by GUDM


Educational Qualifications:


Postgraduate degree in:
Economics, or
Finance, or
MBA in Finance
(from a recognised institution)


Experience Requirements:


Minimum 8 years of professional experience in:
Urban finance or infrastructure financing
Municipal financial management or public finance
Climate finance or investment planning

Experience with state governments, urban local bodies, or multilateral/bilateral programmes is desirable
Familiarity with municipal bonds, credit ratings, PPPs, and climate finance instruments preferred


Language Requirements:


English – mandatory
Gujarati – preferred
