Role Summary

The Client Engagement & Delivery Lead (Tech Transformation) will drive the design and delivery of initiatives that help governments modernize public services and accelerate digital transformation. Reporting to the Senior Director for Client Engagement and Delivery, the role spans strategy and execution. The Lead will work closely with country teams to identify government needs and shape opportunities for engagement, help governments design enabling policies and processes for technology adoption (including reforming procurement, budgeting, financing, and vendor management), and strengthen country teams’ delivery capacity. 

The Lead will work with Product Management and developers in the R&D Innovation Lab to: 

  • Map government problems to feasible tech solutions and product roadmaps across core systems (e.g., budgeting, procurement, HR/talent, financial management, case management). 

  • Translate user and policy needs into technical requirements, backlogs, and implementation plans; co-design pilots and iterate towards production. 

  • Ensure delivery assurance, including success metrics, governance, security, and responsible tech controls in public-sector environments. 

Overall, the Lead will act as a bridge between TBI’s global expertise (in the AI & Innovation Business Unit and more broadly in TBI) and country-level execution, ensuring projects translate into scalable and sustainable impact. 

 

Key Responsibilities  

Strategic Government Engagement and Business Development 

  • Lead market analysis and support country teams’ engagement with governments to identify new opportunities in digital transformation and public service innovation. 

  • Partner with regional teams to understand client priorities and adapt sales approaches to specific country and regional contexts. 

  • Support Country Directors to develop pipelines and convert relationships into tech-enabled business opportunities. 

  • Provide advisory support where required to facilitate market or country entry. 

  • Understand the needs and priorities of governments and assist in developing business opportunities. 

Policy and Strategy Development 

  • Advise on reform of procurement, budgeting/funding, and vendor management to enable agile, tech-driven and innovation-friendly delivery. 

  • Advise on talent and skills development for civil servants, helping build sustainable digital and data capabilities. 

  • Advise on governance, assurance, and responsible technology practices suitable for public-sector environments. 

  • Support policy and regulatory adjustments necessary for the successful adoption and use of technology solutions. 

Delivery and Implementation Support 

  • Strengthen country teams’ capacity to deliver high-quality, scalable digital projects; provide hands-on delivery assurance and troubleshooting. 

  • Translate government needs into product requirements and delivery roadmaps; oversee the journey from discovery to pilot and scaled deployment. 

  • Work closely with Product Management and the AI Incubator/Innovation Lab to tailor propositions, validate value, and ensure adoption in governments. 

  • Provide ongoing support to country teams to strengthen delivery capability, ensure alignment and execution quality. 

  • Work closely with product developers to ensure propositions are accurately represented and tailored to government client needs. 

Coordination and Knowledge Sharing 

  • Collaborate closely with central teams in the AI & Innovation business unity and across TBI more broadly, as well as regional leads, to ensure a coherent approach across engagements. 

  • Capture and disseminate good practices, tools, and frameworks to support consistent, high-impact delivery. 

  • Contribute to the Global Affairs’ work on thought leadership on AI and digital transformation in government, and represent TBI in key forums when relevant. 

Person Specification  

 
Essential Skills 

  • 10+ years’ experience delivering complex digital transformation in government; deep understanding of public-sector operating environments. 

  • Must have hands-on government experience as implementers or practitioners (not policy-only backgrounds) at senior level. 

  • Proven ability to engage senior officials and convert strategy into delivery plans. 

  • Strong understanding of how governments adopt and regulate emerging technologies. 

  • Highly technical orientation with the ability to engage credibly with product and engineering teams on solution architecture, delivery pipelines, security, privacy, and interoperability. 

  • Bring tech transformation and deployment subject-matter expertise. 

  • Experience managing complex multi-stakeholder programmes. 

  • Excellent communication, analytical, and problem-solving skills. 

  • Effective working across cultures and distributed teams. 

Desirable Skills 

  • Familiarity with donor-funded or multi-year implementation programmes. 

  • Regional expertise in APAC, MENA, or LATAM would be an asset.
