Role Summary

The Client Engagement and Delivery Lead (AI) will drive the design and delivery of initiatives that help governments adopt and scale AI to improve public outcomes. Reporting to the Senior Director for Client Engagement and Delivery, the role spans strategy and execution. The Lead will work closely with country teams to identify government needs and shape opportunities for engagement, help governments design enabling policies for AI adoption, and strengthen country teams delivery capacity. 

 

The Lead will act as a bridge between the AI Business Unit’s global expertise and country-level execution, ensuring coherence across TBI’s AI portfolio and that projects are effectively delivered and translate into scalable and sustainable impact. 

 

This senior, highly collaborative role suits someone with deep AI expertise, strong policy acumen, and a track record of working in government and engaging with senior officials. The successful candidate will ensure TBI’s AI and digital work moves from ambition to delivery. 

 

Key Responsibilities  

Strategic Government Engagement 

  • Lead market analysis and support CT’s engagement with governments to identify new opportunities for TBI to support AI and digital transformation. 

  • Articulate government demand and translate it into clear areas for advisory or delivery support. 

  • Engage senior government counterparts and align TBI’s offer with national priorities and reform agendas. 

  • Provide advisory support where required to facilitate market or country entry. 

  • Partner with regional teams to understand client priorities and adapt sales approaches to specific country or regional contexts. 

Policy and Strategy Development 

  • Support governments in shaping policy and regulatory frameworks that enable responsible AI adoption. 

  • Advise on the integration of AI into national digital strategies and sectoral programmes. 

  • Work with internal experts to translate global insights into actionable, context-specific recommendations for policymakers. 

  • Able to support policy and regulatory adjustments necessary for the successful adoption and use of artificial intelligence. 

  • Understand the needs and priorities of governments and assist in developing business opportunities. 

Delivery and Implementation Support 

  • Strengthen the capacity of country teams to deliver high-quality, scalable AI and digital projects. 

  • Oversee the design and delivery of initiatives, ensuring alignment between strategic intent and practical implementation. 

  • Track delivery progress, troubleshoot challenges, and facilitate the exchange of lessons learned across countries. 

  • Work with the AI Innovation Lab in the BU to support the development of AI products to solve governments’ needs. 

  • Work with partners to co-design AI products. 

  • Provide ongoing support to in-country delivery teams to ensure alignment and execution quality. 

  • Work closely with product developers to ensure propositions are accurately represented and tailored to government client needs. 

 
Coordination and Knowledge Sharing 

  • Collaborate closely with central teams in the AI BU, across TBI more broadly, and regional leads to ensure a coherent approach across engagements. 

  • Capture and disseminate good practices, tools, and frameworks to support consistent, high-impact delivery. 

  • Contribute to the Global Affairs’ work on thought leadership on AI and digital transformation in government and represent TBI in key forums when relevant. 

 

Person Specification  

 
Essential Skills 

  • 10+ years of experience in digital transformation, AI policy, or public sector delivery in government. 

  • Must have hands-on government experience as implementers or practitioners (not policy-only backgrounds) at senior level. 

  • Strong understanding of how governments adopt and regulate emerging technologies. 

  • Proven ability to engage senior government officials and translate strategic objectives into delivery plans. 

  • Experience managing complex, multi-stakeholder projects or programmes. 

  • Excellent communication, analytical, and problem-solving skills. 

  • Capacity to work effectively across cultures and with geographically distributed teams. 

  • Understanding of the AI innovation landscape, including public-private collaboration models. 

  • Architecture and review capability: able to run technical design reviews for AI solutions (data pipelines, feature stores, model serving, observability), assess vendor claims, and enforce security, privacy, and responsible-AI controls in government environments. 

  • Bring subject-matter expertise in AI (and relevant geographic contexts is an asset). 

Desirable Skills 

  • Familiarity with donor-funded or multi-year implementation programmes. 

  • Regional expertise in APAC, MENA, or LATAM would be an asset.
