Major Duties:

  • You will resolve employee complaints related to erroneous pay and leave issues.
  • You will verify and analyze reports received as a result of timekeeping and labor cost recording in order to correct and eliminate errors that appear in the reports.
  • You will be the payroll liaison for the Defense Civilian Pay Systems (DCPDS).
  • You will provide policy interpretations and functional recommendations to the Director on diverse payroll, timekeeping, civilian administrative management issues.
  • You will initiate and track Requests for Personnel Actions (RPAs).
  • You will analyze a variety of statistical information and prepare a variety of recurring and non-recurring reports related to various aspects of manpower and personnel management.
  • You will track all career ladder and special hiring authority employees to ensure proper accounting and tracking of staff.
  • You will develop, coordinate and execute the Manpower Management Program in accordance with the Department of Navy and activity policies.

Qualifications: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying civilian personnel concepts, practices, laws, policies, rules, regulations, precedents and procedures. Experience managing civilian personnel actions such as time keeping, leave regulations, recruitment, performance, and awards. Experience interpreting and applying military and civilian resources and manpower regulations, directives and policies.
