Job Summary: This position serves as an engineer performing developmental or routine civil engineering assignments. Work includes design, studies, analyses, construction administration, documentation, inspections, assessments, investigations, reviews, cost estimating, writing specifications, and evaluating facility operations. Major Duties:

  • The major duties of the Civil Engineer include, but are not limited to: Review engineering and architectural design documents. Perform project monitoring duties on construction projects. Develop project cost estimates. Analyze infrastructure systems for deficiencies or improvements. Coordinate and communicate with staff & stakeholders of various professions. Duties will be developmental in nature when filled below the full performance level.

BASIC QUALIFICATIONS To qualify for the 0810 Civil Engineer job series, you must possess one of the following basic qualifications by close of the announcement: EDUCATION: Successful completion of a degree in engineering. To be acceptable the program must 1. Lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) OR; 2. Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. You must include a copy of your transcript. OR COMBINATION OF EDUCATION AND EXPERIENCE: Successful completion of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT) , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. MINIMUM QUALIFICATIONS To qualify for this position at the GS-07 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-5 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include the following: assisting with drafting engineering designs using AutoCAD, supporting field investigations, reviewing basic construction documents, assisting with cost estimates, and preparing technical reports. You must include hours per week worked. -OR- EDUCATION: Successful completion of one (1) year of graduate-level education or superior academic achievement -OR- Successful completion of a combination of education and experience as described above. You must include transcripts. To qualify for this position at the GS-9 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include the following: preparing engineering design documents and cost estimates, conducting construction inspections, applying engineering standards to moderately complex projects, and coordinating with interdisciplinary teams. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include transcripts. To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Experience at this level must include the following: independently developing and reviewing complex engineering designs, leading construction oversight, performing engineering analyses, or resolving field issues using professional judgment. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. You must include transcripts. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
