Job Summary: The primary purpose of this position is to serve as a professional Civil Engineer performing operations and maintenance (O&M) engineering duties in support of military installation. Position will be developmental to Civil Engineer GS-0810-09, then GS-0810-11, and then the target grade of GS-0810-12. All training must be completed and regulatory requirements met prior to promotion.
Major Duties:
Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Series 0810. BASIC REQUIREMENT: Individual Occupational Requirements for All Professional Engineering Positions 0800 In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of civil engineering concepts and principles as well as the ability to apply standard civil engineering practices, methods, and techniques to perform relatively routine projects or a portion of a larger and more complex project. Knowledge of computer aided design and drafting (CADD) programs to perform routine design and drafting assignments. Familiarity with related engineering disciplines, particularly structural and mechanical. OR EDUCATION: Meet the basic education requirements and successfully completed one full academic year of graduate level education or superior academic achievement. NOTE: You must submit copies of your transcripts. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of civil engineering concepts, principles, and practices to perform routine projects with complete responsibility, or portions of large and complex projects. Ability to apply standard practices and techniques to solve problems through the application of standard literature, practices, and precedents. Ability to apply the standard practices of related engineering disciplines and architecture as they relate to O&M assignments. Knowledge of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services. Knowledge of the installation/command mission and organization. OR EDUCATION: Meet the basic education requirements and completed 2 years of progressively higher-level graduate education leading to a master's degree or a master's equivalent graduate degree. NOTE: You must submit a copy of your transcripts. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes professional knowledges and abilities applicable to a wide range of civil engineering duties; ability to modify standard practices and adapt equipment or techniques to solve a variety of problems; ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements of some projects; and ability to apply the standard practices of related engineering disciplines and architecture as they relate to engineering design. Broad understanding of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services. OR EDUCATION: Meet the basic education requirements and successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You must submit copies of your transcripts. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of civil engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments. Knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications. Knowledge of drafting techniques and conventions and drafting skills sufficient to convey design concepts and ideas and formulate working drawings. Knowledge of and familiarity with related fields of work such as architectural, electrical, mechanical, structural, environmental and civil engineering sufficient to ensure that areas of overlapping responsibilities receive proper design considerations. Broad understanding of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. GS-07 KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of civil engineering concepts and principles and standard engineering practices, methods, and techniques to perform routine projects or minor phases of a larger and more complex project; and computer aided design and drafting (CADD) programs to perform routine design and drafting assignments. 2. Skill in preparing graphs, curves, or tables. 3. Ability to search technical reports, manufacturers' catalogs, and other guidelines to obtain information. 4. Ability to use relevant software programs and use computer aided design and drafting programs (CADD). 5. Ability to work cooperatively as a team member in the design of facility projects. 6. Ability to make calculations applying standard formulas; prepare graphs, curves, or tables; and record factual data in tests and observation studies.
