Job Summary: The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision & direction to the ODNI enterprise providing elite support services including synchronizing policy, plans, procedures, & cross-functional issues that enable the ODNI mission. COO oversees most ODNI business operations, including executive support, human resources, security, facilities, continuity, governance, policies, & information management.

ECQ 1: Commitment to the Rule of Law and Principles of the American Founding This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. ISCOCQ: Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. Mandatory Requirements: Excellent organizational, managerial, and leadership skills including an ability to manage the professional development of staff employees. Excellent communication and interpersonal skills, including ability to exert influence with senior leadership and communicate effectively at all staff levels, both internal and external to the organization. Extensive knowledge of ODNI personnel regulations, policies, and procedures and familiarity with the full range of civilian personnel policies as used by the federal government. Extensive knowledge of leadership development training programs, courses, and other instructional methodologies and demonstrated ability to generate and manage a leadership development program. Superior ability to manage, lead, and develop standard operating procedures and operational guidance to achieve DNI and COO goals and objectives. Superior ability to exercise independent judgment on time-sensitive issues, to perform multiple tasks and assignments, and to change focus quickly as demands change. Superior critical thinking skills and the ability to prepare finished assessments and other written products with an emphasis on strategic planning, clear organization, and concise and logical presentation. Desired Requirements: Prior experience in a SNIS or equivalent senior leadership position (e.g. senior leadership in an IC agency or ODNI component). Knowledge of ODNI's organization and its senior executive workforce. Knowledge of ODNI internal policies especially as they pertain to personnel management, dispute resolution, and disciplinary activities. Knowledge of IC-wide Human Resources policies, programs and practices.
