Job Summary: The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision & direction to the ODNI enterprise providing elite support services including synchronizing policy, plans, procedures, & cross-functional issues that enable the ODNI mission. COO oversees most ODNI business operations, including executive support, human resources, security, facilities, continuity, governance, policies, & information management.

Major Duties:

  • The Senior Executive Management Officer (SEMO) is dual-hatted as the Chief, Conduct Personnel Resolution (CPR) and has three roles within the Human Resource Management office under the COO: The SEMO, Chief, SEMO Office, and Chief, CPR. Primary responsibilities include: Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities. The Senior Executive Management Officer Role: Serve as a senior advisor to the ODNI Chief Operating Officer (COO). Serve on the COO Advisory Council and leverage extensive experience to provide advice and recommendations on delivering elite services that enhance the overall mission performance of the ODNI workforce and support the President's Management Agenda. Chief of the SEMO Office Role: Lead and manage a small staff devoted to the human resources and training functions for all Senior National Intelligence Service (SNIS) officers to include providing the focal point for all SNIS officer matters and management of all SNIS assignments within the ODNI enterprise. Manage the planning, development, implementation, and maintenance of a quality leadership development and mentoring program that supports ODNI mission requirements, meets the on-going professional development needs of Senior employees, and aligns with the Presidential Management Agenda, to include developing a certification program for high-performing GS-14s and GS-15s who aspire to serve in future SNIS roles. Lead the development and implementation of a formal ODNI mentoring program targeting ODNI leadership at all levels. Manage, lead, and develop senior executive policies and standard operating procedures and activities that align with the President's Management Agenda and ensure compliance with all relevant Executive Orders and policies to guide and help create an elite and agile ODNI Senior Executive Service focused on ODNI mission accomplishment. Administer a rotational program that encourages SNIS and high-performing GS-15 employees to seek new developmental and leadership positions every 24 to 36 months and assist interested personnel in locating new opportunities to advance ODNI's mission. Review and identify low-performing SNIS personnel, offer assistance to help the employees increase their effectiveness, and identify for management options to address individuals who do not demonstrate acceptable progress for improvement. Chief, Conduct Personnel Resolution (CPR) Role: Serve as the ODNI lead for resolving grievances and inappropriate personnel conduct at the lowest management level possible using ODNI's anti-harassment/anti-bullying policy (ODNI Inst 120.01), Grievance Resolution (ODNI Instruction 22.01), and ODNI disciplinary actions and guidelines, which use different fora depending on the conduct or issue, e.g., Executive Review Board [suitability or performance] (ODNI Instruction 30.01), Personnel Evaluations Board [security], etc. Manage, lead, develop, and provide advice and guidance to ODNI supervisors on issues of leadership, empowerment, sound management traits, documentation of poor and declining performance, resolving behavioral issues, time and attendance issues, manager-employee interaction, new employee adjustments, and techniques for handling difficult personnel discussions. Provide leadership and guidance while working with all parties and ODNI elements to informally or formally resolve non-EEO work-related disputes that involve matters within the control of ODNI managers and that uses a variety of methods including Alternative Dispute Resolution.

ISCOCQ: Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. Mandatory Requirements: Excellent organizational, managerial, and leadership skills including an ability to manage the professional development of staff employees. Excellent communication and interpersonal skills, including ability to exert influence with senior leadership and communicate effectively at all staff levels, both internal and external to the organization. Extensive knowledge of ODNI personnel regulations, policies, and procedures and familiarity with the full range of civilian personnel policies as used by the federal government. Extensive knowledge of leadership development training programs, courses, and other instructional methodologies and demonstrated ability to generate and manage a leadership development program. Superior ability to manage, lead, and develop standard operating procedures and operational guidance to achieve DNI and COO goals and objectives. Superior ability to exercise independent judgment on time-sensitive issues, to perform multiple tasks and assignments, and to change focus quickly as demands change. Superior critical thinking skills and the ability to prepare finished assessments and other written products with an emphasis on strategic planning, clear organization, and concise and logical presentation. Desired Requirements: Prior experience in a SNIS or equivalent senior leadership position (e.g. senior leadership in an IC agency or ODNI component). Knowledge of ODNI's organization and its senior executive workforce. Knowledge of ODNI internal policies especially as they pertain to personnel management, dispute resolution, and disciplinary activities. Knowledge of IC-wide Human Resources policies, programs and practices.
