Position Purpose

The Chief Planner -Aviation conducts airport planning efforts by performing airport research and planning studies, developing planning policies and recommendations, reviewing development proposals for consistency with airport goals, and coordinating with internal departments and external agencies.  Ensures the effective development, coordination, and implementation of the airport’s Master Plan. 

Essential Functions

  • Develops and presents airport land use, infrastructure requirements, forecasts, and other short- and long-term planning recommendations.
  • Participates in the development and preparation of updates to the Airport Master Plan and Airport Layout Plan
  • Evaluates demographic, air traffic, capacity, demand, economic, geographic, and infrastructure information; reviews, evaluates, and checks architectural, landscape, and airport plans for compliance with City of Dallas, and FAA standards and leads the airport’s design efforts.
  • Conducts research and presents data, findings, and recommendations to airport leadership and/or other groups.
  • Develops, researches, analyzes and leads airport design staff in the production of graphic illustrations, diagrams, plans, renderings, data, materials, reports and booklets to support meetings, concepts, guidelines, special infrastructure projects, community visions, and plans.
  • Coordinates planning project activities with neighborhood associations, business owners, elected/appointed officials, and other City departments.
  • Produces and facilitates required documentation for Federal/State Grants and Project Funding requests for both internal and external agencies.
  • Oversees all development review and partners with other agencies, departments, and outside sources to advance projects and ensure accuracy of plans and specifications.
  • Performs any and all other work as needed or assigned.

Knowledge and Skills

  • Thorough knowledge of principles, methods and techniques of airport planning to include FAA Airport Design Standards, 14CFR Part 139 and 14CFR Part 77.
  • Knowledge of airport capital funding sources and methods.
  • Thorough knowledge of personnel and administrative procedures
  • Ability to manage, plan and organize work for professional personnel involved in developing and administering a master plan for a major municipality.
  • Ability to manage multiple projects. Coordinating with local, state, and federal agencies (FAA, TxDOT, NCTCOG, DART, City Officials)
  • Understanding of aircraft, airline, and airport operations necessary to support airfield and airspace planning initiatives.
  • Ability to speak publicly and make strong presentations.
  • Ability to lead, manage, oversee, and train subordinate staff.
  • Communicating effectively verbally and in writing.
  • Establishing and maintaining effective working relationships.
     

MINIMUM QUALIFICATIONS

EDUCATION:

  • Bachelor's degree in Planning, airport/aviation management, engineering, or another related field.


EXPERIENCE:

  • Five (5) years’ experience in airport management and/or airport planning.


AND

  • Three (3) years of project management, or supervisory experience. (This experience may be included in the required experience listed above.)


EQUIVALENCY:

  • A master’s degree in a specified field plus three (3) years of the required experience and the stated project management/supervisory experience will meet the education and experience requirements.


LICENSE:

  • Valid driver's license and good driving record.


OTHER REQUIREMENTS:

  • Must pass Transportation Security Administration (TSA) background check.

  • Previous experience and working knowledge of AutoCAD and GIS



Salary Range

 

$77,272.00 - $96,574.40


 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
