Job Summary: INCENTIVE APPROVED FOR THIS POSITION The Physician - Chief, Surgery Service for the Phoenix VA Health Care System (PVAHCS) will report to the Chief of Staff (COS) or Deputy Chief of Staff (DCOS). The incumbent is responsible for: setting goals that support Veterans Administration (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN) and PVAHCS strategic goals and objectives. plans, design, implement, accomplish, evaluation of Surgery Service lines.

Major Duties:

Clinic efficiency Quality of care Strategies to improve and optimize administrative processes Clinical strategies for effective use of resources Perform management functions for PVAHCS and VISN 22 through participation in planning and oversight boards, councils, and committees. Prepare annual service line briefing to include budget for presentation Conducts and directs special studies and analyses of complex problems relating to manpower requirements, space, equipment utilization, organization alignment to the boards and others. Serves on PVAHCS committees, taskforces and workgroups as assigned by the Chief of Staff or Medical Center Director Serves on VISN 22 committees and assumes VISN 22 leadership roles as assigned by the Network Director Develop and maintain programs in the areas of professional peer review, organizational improvement, continuing education, scope of practice, clinical privileging and other quality improvement activities. Maintain the service quality management peer review program Ensure all residency, intern and fellowship training program mandates are met Manage Surgery Service Fee Basis and Community Care programs Facilitate and improve medical education and clinical research Spend 30% of time providing direct health care to clients within incumbent's area of expertise. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Podiatrist Basic Requirements Degree as a doctor of podiatric medicine, or its equivalent, from a school of podiatric medicine approved by the Secretary of Veterans Affairs. Approved schools are United States schools of podiatric medicine approved by the Council on Podiatry Education of the American Podiatry Association in the year in which the degree was granted. ~AND~ Completed, or currently completing, residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. VA Podiatrists involved in academic training programs may be required to be board certified for faculty status. Approved residencies are: (1) Those approved by the accrediting bodies for graduate medical education, the Council on Podiatric Medical Education, in the list published for the year the residency was completed, or (2) Other residencies and training experiences, or their equivalents, which the local Professional Standards Board determines to have provided an applicant with appropriate professional training. ~AND~ Currently hold, or will hold, a full and unrestricted license to practice Podiatry in a State, Territory, or Commonwealth of the United States or in the District of Columbia. Preferred Experience: The qualified candidate will be a seasoned clinician who demonstrates extensive and progressive leadership experience both as a clinician and an administrator. Exceptional interpersonal skills as well as operational and clinical skills are essential. The successful candidate must have the ability to meet VA established performance measure goals, and possess a thorough knowledge of the standards of the Veterans Health Administration and other accrediting bodies. Excellent interpersonal skills and diplomacy. Understanding of Department of Veterans Affairs operations, rules and regulations. Grade Determinations: Service Chief, Section Chief or Line Manager. A service chief or line manager podiatrist must demonstrate the following: (1) Outstanding professional ability in the practice of medicine or a medical specialty; and (2) Ability to guide the development and implementation of programs, within their respective domain. These programs would include, but are not limited to, medical practice, professional standards, personnel issues, and quality and performance improvement. Physical Requirements: Much of the work occurs within a typical office setting, either individually or in meeting with others, or in meeting rooms. Requires time to be spent walking through the Medical Center with time spent on units involved with nursing or other staff in activities typical of a health care center. There may be risk of physical harm, which requires special precautions and training. The employee may be exposed to infectious diseases and medical/psychiatric emergencies.
