Major Duties:

  • As the Chief of Internal Consulting you will be responsible for safeguarding the integrity, security, and performance of the IRS through independent oversight, CEO security operations/protection, directing enterprise-wide criminal investigative audits and change management leadership. Through rigorous audit and compliance operations, executive-level security services, and enterprise-wide assurance, advisory, and special program teams, the Chief ensures risk is managed, trust is preserved, and strategic priorities are executed with speed, discipline, and accountability. The Chief of Internal Consulting performs the following duties and responsibilities: Leads enterprise-wide transformation initiatives, including business process modernization, technology implementation, and cultural change programs. Develops and maintains a clear transformation vision, roadmap, and performance framework aligned with the CEO's strategic priorities and the President's Management Agenda. Drives disciplined change management practices to support adoption, workforce readiness, and sustainable outcomes. Ensures integration across multiple programs, portfolios, and lines of business to deliver coherent and coordinated change. Oversees sensitive law enforcement investigations and protective operations deemed critical to safeguarding the integrity, security, and performance of the IRS. Deploys multidisciplinary teams with authority to conduct assessments, disrupt criminal or systemic failures, remediate vulnerabilities, and implement sustainable solutions. Conducts counterintelligence-informed audits, compliance enforcement, and investigative activities to identify, detect, deter, and address fraud, misconduct, non-compliance, insider threats, and systemic vulnerabilities, independent of the Criminal Investigation division. Collects, analyzes, and presents intelligence, risk assessments, and investigative results to the CEO to ensure timely, actionable insight into enterprise threats, compliance posture, and operational integrity. Collaborates with the CEO to develop, refine, modify, and/or execute objectives, programs, and procedures to accomplish IRS's mission. Directs reviews to identify areas requiring corrective action and ensure appropriate follow-through. Exercise law-enforcement authority over protective operations for the CEO and designated senior executives, threat assessments, advance operations, secure movement and protective intelligence. Performs secondary criminal investigator duties in support of executive protection, including participation of operational planning, threat mitigation, and emergency response activities. Coordinates CEO protective operations, security planning, and intelligence sharing with other federal, state, and local law-enforcement and security partners to ensure unity of effort, operational deconfliction, and continuity of protection. Directs time-sensitive, high-risk or cross-organizational special projects involving elevated operational, legal, or security risk. Oversees continuity of operations and executive crisis response during elevated threat conditions or significant events. Manages and supports all interfaces with oversight bodies, including the Treasury Inspector General for Tax Administration, the Government Accountability Office, and Congressional inquiries and hearings. Coordinates with other federal agencies, state governments, tax-exempt and industry groups, and other stakeholders. Develops and establishes assurance frameworks, review mechanisms, and escalation pathways for high-risk or high-impact initiatives. This includes assessments of governance, risk, controls, benefits realization, schedule, cost, and maturity capability. Advises senior leadership on program health, emerging risks, interdependencies, and corrective actions. Serves as a central coordinating body for risk, security, compliance, and transformation activities. Promotes increased accountability, transparency, and performance through data-driven reporting and executive engagement. Coordinates law enforcement-oriented protective security operations for the CEO and designated senior executives. Conducts security planning exercises, assesses potential threats, oversees advance operations, ensures secure movement of protected individuals, and conducts protective intelligence. Partners with other federal, state, and local law enforcement and security partners to ensure unity of effort, operational deconfliction, and continuity of protection. Qualifications: To qualify for the position of Chief of Internal Consulting, you must meet the following requirements: RESUME: To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) related to this position within your resume- NOT TO EXCEED 2 PAGES. EXECUTIVE CORE QUALIFICATIONS (ECQs): By statute, OPM prescribes Executive Core Qualifications (ECQs) for the appointment of career Senior Executive Service (SES) members. The ECQs were designed to evaluate executive experience and not technical expertise. The following ECQs provide the focus for certification of executive core qualifications for initial appointment to the SES. Your two-page resume should show that you possess the Executive Core Qualifications. 1. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In addition to the ECQs, candidates must address Mandatory Technical Qualifications (MTQs). MTQs are designed to assess an applicant's experience relevant to the specific position requirements. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the MTQs below: Criminal Tax Law- Knowledge of pertinent statutes, regulations, policies, and guidelines related to criminal tax investigations, including the Code of Federal Regulations and case law relative to income taxation, money laundering, other currency crimes, and limitations of the Service's investigative authority. Program Management - Comprehensive knowledge of management and management systems, support policies and procedures, and sound financial management in large, complex organizations.
