Job Summary: The Department of Energy is looking for a dynamic, innovative, seasoned executive to lead the Office of Energy Dominance and Financing (EDF). The incumbent will serve as the Chief Investment Officer and will report to the Department of Energy's Office of Energy Dominance and Financing. DOE's Office of Energy Dominance and Financing excels at managing and administering federal loan programs for the U.S. Department of Energy.

Major Duties:

  • The Chief Investment Officer (CIO) is a member of the Senior Executive Service (SES) who manages and provides expertise in the overall investment performance of the Office of Energy Dominance Financing (EDF), including in the origination and ongoing management of loans. The incumbent will: Manage critical program and policy matters associated with the time-limited authorities and serve as a principal authority on behalf of the Department. Develop Title XVII policies and procedures: supervising Investment Division senior staff in the conduct of Division operations; providing management oversight and advice on financial transaction requirements; and directing staff and allocating resources within the Division. Ensure coordination with DOE program and staff offices and acquire and administer expert services as needed for underwriting and due diligence reviews in the preparation of loan agreements. Oversee EDF policy development, establish an effective and well-organized investment process, make changes as necessary to reflect the changing market environment and ensure compliance with applicable laws, regulations, and ethical standards. Oversee the organization's investment process - including the sourcing, technical diligence, financial underwriting, risk management, and ongoing portfolio management of loans. Direct and participate in research activities such as analyzing economic trends, industry developments, etc. and manages interfaces with other DOE deployment and commercialization offices.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Experienced in loan origination, financial structuring, risk management, and/or portfolio oversight. Possesses knowledge of diverse finance structures, including project finance, corporate finance, and asset-backed securitization. TQ 2: Proven executive leadership in managing large loan divisions or private lending institutions specializing in infrastructure finance and/or diverse loan portfolios. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
