Chief Information Officer will provide leadership, planning and management for information technology at Prairie View A&M University including strategy, development, and implementation/optimization within all university IT services, including outsourced IT services. In addition, the CIO will collaborate with key stakeholders, identify risks, evaluate trends, prioritize technology initiatives and make IT recommendations as appropriate to senior leadership. The CIO also ensures the evaluation, development and deployment of IT services and that projects are successfully completed with coordination of resources and timetables with stakeholders and partners. The CIO will be a member of the President’s Executive Committee and will report to the Senior Vice President for Business Affairs.
The salary is determined in accordance with the University’s compensation structure and will be commensurate with the candidates’ education and experience, within the assigned salary range for this position.
Responsibilities:
Develop and maintain an IT strategic view and plan in concert with the growth and strategic planning of Prairie View A&M University. Lead IT governance committee, solve technical problems, and implement IT changes.
Manage information resources and telecommunications technology functions and web services supporting Prairie View A&M University, including the Northwest Houston Center and College of Nursing campus locations.
Develop, maintain, administer and enforce information technology security strategies, policies and procedures for network availability, security and related issues. Ensure appropriate implementation and support for business, academic and research systems by managing and overseeing desktop services, enterprise applications, network administration, IT security, AV support, control access technology, and related areas.
Manage outsourced vendors to maintain availability and performance of all systems to meet internal customer service level agreements. Ensure seamless technical and business integration with external vendor IT service providers.
Develop, manage and guide the information technology budget, including capital expenses pertaining to ongoing and future projects. Optimize the IT spending on services, hardware and software to ensure cost effective operations. Maintain contact and build relationships with suppliers of IT services, hardware and software.
Ensure overall compliance with regulations for retaining and securing data records associated with student and personnel records, financial records and research data. Develop and maintain resources focused on an effective disaster recovery plan to ensure effective recovery of IT systems and services in the event of an outage.
Maintain a strong focus on customer service and communication. Select, train and supervise subordinate staff; plan, direct, coordinate and review staffing needs. Build, support and grow a positive workplace with all staff members and constituencies.

Required Education and Experience:
Bachelor’s degree in an applicable field.
Ten years of related experience.
Preferred Education and Experience:
Master's degree in Computer Science, Engineering or related field.
Ten years of progressively responsible management experience in IT.
Experience influencing senior-level management and key stakeholders, with the political sensitivity necessary to succeed.
Experience with progressively responsible administrative and leadership experience in multifaceted organizations, with accountability for programmatic oversight, resource management, and employee development.
Experience with mechanisms of establishing, and assuring accountability of IT service providers and the like.
Experience as a fair, respectful leader and skilled administrator; proven ability to manage resources, human, financial, and physical, to maximize productivity and assure the highest quality work.
Required Knowledge, Skills and Abilities:
IT strategy, direction setting, budgeting and planning skills for organization-wide IT initiatives and projects.
Leadership skills in directing, mentoring and coaching other CIO and senior IT resources.
Outstanding interpersonal and communication skills.
Ability to work with non-technical leadership to set goals and plan and communicate initiatives, performance and results.
Ability to multi-task and work cooperatively with others.
