The Department of Administrative Services (DAS) is Oregon’s central administrative agency, delivering essential business services that keep state government running. From technology and finance to procurement and HR, DAS enables agencies to serve Oregonians effectively.

We are seeking a visionary Chief Information Officer (CIO) to lead DAS Information Technology in supporting DAS divisions, client agencies, and the Governor’s Office.

What You’ll Do

As Oregon’s Chief Information Officer, you will lead DAS Information Technology. This role is both strategic and operational, setting vision while ensuring excellence in delivery. You’ll oversee DAS and client agency IT services, guide modernization efforts, and champion innovation that improves how agencies serve Oregonians.

Your leadership will include:

  • Defining IT Strategy: Lead strategic planning for modernization, data governance, and enterprise service delivery aligned with statewide goals.

  • Driving Operational Excellence: Oversee application development, infrastructure, cybersecurity, and customer support to ensure reliable, secure, and efficient services.

  • Managing Resources: Direct a $23M biennial budget and 49 FTE, ensuring fiscal responsibility and performance optimization.

  • Leading Governance & Risk: Lead our IT investments, portfolio management, and compliance with state and federal regulations. Guide disaster recovery and business continuity plans to safeguard critical operations.

  • Championing Collaboration: Build strong relationships across agencies, sponsor cross-agency initiatives, and lead change management efforts.

What We Are Looking For

Minimum Qualifications:

Five years of management *experience; OR Two years of *management experience and a bachelor's degree in a related field.

Qualifying Experience and Education:
A degree in Information Technology, Computer Science, Business Administration, Public Administration, or equivalent professional management experience leading a program or unit. Experience must include assigning and reviewing the work of professional Information Technology staff (such as programmers, developers, or engineers), as well as responsibility for developing goals and objectives, conducting program evaluation, and preparing, monitoring, or controlling a budget.

Strong understanding of IT governance, compliance, and risk mitigation strategies to safeguard agency assets.

  • Data-Driven Decision Making: Expertise in analytics and data governance, leveraging insights to improve operational efficiency and inform strategic decisions.

  • Financial & Resource Management: Demonstrated success managing large budgets, optimizing resources, and ensuring cost-effective service delivery.

  • Relationship Building & Representation: Ability to build strong partnerships across agencies, negotiate complex vendor contracts, and represent DAS with executive presence before committees, legislators, and external partners.

  • Talent Development & Culture: Commitment to mentoring and developing diverse teams, managing managers, and driving performance through coaching, accountability, and workforce planning. Skilled in fostering an innovative, equitable, and high-performing culture.

  • Communication Skills: Proven ability to communicate complex concepts clearly to both technical and non-technical audiences.

  • Hybrid Opportunity: The successful candidate must reside within (or be willing to relocate to) Oregon by the start date, This position is eligible for a hybrid remote work schedule. The incumbent will be expected to work at the central workplace located in Salem, Oregon, based on business needs. This generally includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with or without advance notice, as needed.

Additional Details

  • This recruitment is for one full-time Chief Information Administrator 1 position, and may be used to fill future vacancies.  The position is Unclassified Executive Service and serves at the pleasure of the agency head. Please see Policy 40.035.01 for more information.

  • Employee is required to possess and maintain a valid driver’s license issued by the state where the employee resides.

  • *The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
