The Chief Executive Officer (CEO) provides strategic leadership and overall direction for World Vision’s ministry in Mongolia, ensuring impactful, accountable, and sustainable delivery of child well-being outcomes. As the senior executive leader, the CEO stewards the organization’s vision, strategy, and resources, positioning WV Mongolia as a credible, locally rooted, and globally connected partner.
The CEO leads the organization to achieve its national strategy in alignment with Our Promise and the priorities of the World Vision Partnership. He/she ensures that the operating model, programs, and support functions drive measurable impact for children while upholding excellence in stewardship, compliance, and organizational effectiveness.
Serving as both a national and global representative of World Vision, the CEO fosters strong collaboration with the Partnership, external stakeholders, and strategic partners. He/she champions innovative, context-responsive approaches; strengthens the organization’s local credibility; and ensures WV Mongolia’s contribution to both national development and the global mission for lasting child well-being.
KEY RESPONSIBILITIES
Deliver on Child Well-being Aspirations/Outcomes and Targets - 20%
Collaborate and build coalitions to catalyse movements for children’s well-being, locally and globally.
Align and influence national strategic mandates and priorities with global priorities for child wellbeing.
Champion increased and enriched connections between children, communities and supporters, for an increasingly vibrant, authentic and engaging experience among them.
Lead champions for innovative approaches to organizational services, processes and systems.
Be a credible advocate for children and champion efforts for child rights, mobilizing change at every level by lifting the voices of local children, youth and their communities.
Ensure that the field office functions in a contextualized, complementary, sensitive and cohesive manner.
The core values, principles of interdependence and twin citizenship enhance the relevance of WV ministry and its distinct contribution to national development as well as guide the contribution it makes to the Partnership.
Grow and Leverage Yield to Ministry - 15%
Ensures systems are in place so that programmes and projects are managed on time and on budget in achieving the desired impact on CWB.
Set up a structure and budget that supports the Ministry and is aligned with the strategy, while keeping adequate efficiency ratio to be competitive in the humanitarian industry.
Promote a culture of continuous improvement, agility and stewardship.
Increase and Diversify Funding Portfolio - 20%
Build and maintain sustainability through diversified public and private revenue growth in alignment with agreed targets.
Increase the long term sustainability of the organization by ensuring the development, resourcing and execution of a strategic marketing plan.
Define vision for grants acquisition and management performance within field office, ensure that grants are strategically aligned to field office priorities and consider the competitive landscape.
Ensure alignment of programming for coordinated design and promotion of products and programmes.
Champion social entrepreneurship and innovative solutions that address systemic social challenges, proactively mobilizing resources beyond traditional funding streams.
Engage externally with high-level government officials, donors, faith leaders and corporate partners to increase engagement and funding.
Achieve Operational and Stewardship Excellence - 15%
Lead the development and execution of the country strategy through programme approaches and operating plans with clear, measurable short-term and long-term targets.
Ensure country strategy is aligned with Regional and WV global strategic priorities.
Ensure organisational sustainability by ongoing predictive success planning (funding, Ministry, organisational development, leadership pipeline).
Ensure that key Ministry and support functions are strategically aligned and appropriately included in the field office strategy.
Ensure effective stewardship and accountability of WV resources, finances and people, consistent with performance standards established by the Global and Regional leadership.
Promote and model high level of transparency, integrity and zero tolerance to fraud.
Have overall responsibility for assessment of risks and the development of risk management planning to mitigate risks to field office operations, staff, assets and programmes.
Ensure organizational compliance to the "country" Government standards and laws for WV operations in the country.
Recruit, Motivate, Equip, Lead and Retain Capable Staff - 10%
Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships, and provide spiritual guidance to staff on the WV Vision, Mission and Core Values.

Ensure Child and Adult Safeguarding Policy and Security Policy are in place to ensure well-being of WV Mongolia staff and those we serve.
Twin Citizenship and Partnering - 10%
Act as a Twin Citizen ensuring that Field Office participates in global processes and decisions and allocates resources and talent where most needed, Partnership wide.
Model Twin Citizenship by actively engaging in global processes, contributing to shared decisions, and allocating talent and resources where most needed across the World Vision Partnership.
Strengthen alignment with Partnership priorities by understanding global systems, leveraging strategic services, and applying relevant innovations to enhance WV Mongolia’s ministry.
Source and adapt global best practices to the local context, promoting learning, innovation, and continuous improvement across programs and operations.
Collaborate closely with the Board to ensure robust governance, strategic clarity, and compliance with national and Partnership standards.
Build strong Board–CEO partnership, fostering trust, transparency, and shared accountability for organizational impact, reputation, and long‑term sustainability.
Equip and support the Board in effective oversight, providing timely insights, analysis, and evidence needed for informed decision-making.
Build proactive external relationship with - 10%
Local government leaders, donors, church leaders, private corporations for:
Social entrepreneurship.
Advocacy agenda - promote policy change for improved child well-being.
Donor relations for acquisition of resources and policy influence.
Enable and support programmes in the country by government agencies at all levels.
Media relations; Ensure that WV and Child Well-Being agenda are promoted appropriately.
Represent the office and build strategic alliances with Government, donor agencies, WV Partnership, NGOs, churches and media.
Strategically position WV as a credible and trustworthy national and global partner.
REQUIRED PROFESSIONAL EXPERIENCE
At least 10 years of progressive leadership experience, including senior executive responsibility for strategy, operations, and organizational performance within the humanitarian, development, private, or public sectors.
Experience leading large organizations in dynamic operating environment.
Exemplary ability to develop effective working relationships in the Mongolia context.
Highest standards of written and verbal communication.
Fluent financial management skills.
Agreement and commitment to WV’s Vision and Mission Statement, Core Values, and Christian identity.
Ability to represent WV with a variety of stakeholders – from community members to senior government officials.
Public speaking.
Familiarity with the governance of micro-finance institutions and supporting and working with a local board.
Expertise in raising funds across a variety of donors, including governments, foundations, corporations, and other private donors.
Master's degree or equivalent experience in international development related field.
Fluent in English and Mongolian
