ROLE PURPOSE AND SUMMARY
Lead the strategic development, construction, and operational readiness of the new international airport in Tashkent. The CEO will be responsible for overseeing all phases of the airport’s development lifecycle, ensuring timely delivery, regulatory compliance, stakeholder alignment, and future operational excellence. The ideal candidate will bring prior experience as a CEO of an international airport and fluency in Russian, with a deep understanding of airport infrastructure, aviation regulations, and large-scale project execution.
EXPERIENCE
20+ years of progressive leadership experience in the aviation or infrastructure sector, including at least 5 years as CEO or equivalent of a major international airport.
Proven track record in managing large-scale airport construction or expansion projects.
Experience in CIS countries or Central Asia is highly desirable.
Strong stakeholder management experience, including government, regulatory bodies, and international partners.
QUALIFICATIONS
Master’s degree in Engineering, Aviation Management, Business Administration, or related field preferred.
Bachelor’s degree in Engineering, Aviation, Business, or related discipline.
Fluency in Russian is mandatory; proficiency in English is required.
KEY RESPONSIBILITIES: ROLE SPECIFIC TECHNICAL RESPONSIBILITIES
Strategic Leadership
Define and execute the strategic vision for the airport’s development and future operations.
Ensure alignment with national aviation goals and the airport’s strategic objectives.
Represent the airport project at the highest levels with government, investors, and international stakeholders.
Project Oversight
Lead the planning, design, and construction phases of the airport, ensuring delivery on time, within budget, and to international standards.
Oversee coordination between EPC contractors, consultants, and regulatory authorities.
Monitor construction progress, risk mitigation, and quality assurance.
Operational Readiness
Develop and implement the airport’s operational readiness and transition strategy.
Establish the organizational structure, recruit key leadership roles, and define operational policies.
Ensure compliance with international and local aviation regulations.
Financial & Commercial Management
Oversee the airport’s financial planning, budgeting, and funding strategies.
Drive commercial strategy including airline partnerships, retail, cargo, and real estate development.
Ensure financial sustainability and return on investment for stakeholders.
Stakeholder Engagement
Build and maintain strong relationships with government entities, aviation authorities, airlines, and the local community.
Act as the primary spokesperson and ambassador for the airport project.
